The Borough of Blackburn with Darwen Borough Council (“the Council”) hereby give notice that they have made, and submitted to the Secretary of State for Transport for confirmation, an Order under section 14 and section 125 of the Highways Act 1980, for authorising the Council to: (a) carry out improvements to Bolton Road, Byrom Street, Canterbury Street, Freckleton Street, Great Bolton Street, Islington, and Russell Street: (b) stop up lengths of Pembroke Street and four un-named paths between Freckleton Street and Byrom Street: (c) stop up private means of access to Canterbury Street Long Stay Car Park; from Freckleton Street to “The Railway Club”; from Pembroke Street to the BT Depot; from Pembroke Street to Tristar Printers: (d) provide new means of access to certain of the said premises: all on or in the vicinity of the route of the classified road at Blackburn (Freckleton Street—A6078) which the Council are proposing to improve between its junction with Bolton Road (A666) and Byrom Street. Copies of the Order and of the relevant plans may be inspected free of charge at all reasonable hours from 10 April 2006 at the offices of the Council at Town Hall, King William Street, Blackburn. Any person may, not later than 31 May 2006, object to the confirmation of the Order by notice to the Secretary of State for Transport, Local Authority Orders Section, Government Office for the North East, Citygate, Gallowgate, Newcastle upon Tyne NE1 4WH, stating the grounds of their objection.
