THE BRENT (GOODS VEHICLES) (FREE LOADING PLACES) (NO) ORDER 200 

1. Notice is hereby given, that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Road Traffic Act 1991.
2. The general effect of the “Parking Places” Order would be to reduce in length and redefine an existing 4 hour pay and display and resident parking place in association with the provision of a free loading place in Felixstowe Road.
3. The general effect of the “Waiting and Loading Restriction” Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this notice;
(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 am and 6.30 pm throughout the week in the lengths of streets specified in Schedule 1 to this notice;
(c) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of streets specified in Schedule 1) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited;
(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedule 1 to this notice would be revoked.

4. The prohibitions referred to in sub-paragraph 3(a) and 3(b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, eg, the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc, from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue/ Orange Badge” would apply.
5. The general effect of the “Goods Vehicles Free Loading Places” Order would be to:

(a) designate free loading places in the lengths of streets specified in Schedule 2 to this notice to operate between 8.30 am and 6.30 pm on Mondays to Fridays inclusive (loading/unloading limited to 60 minutes, no return for 60 minutes);
(b) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may be used, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.

6. The Council propose to install road humps under section 90 A-F of the Highways Act 1980 in the locations specified in Schedule 3 to this notice.
7. A copy of each of the proposed Orders, of maps of the relevant areas, of the above-mentioned Orders 1979 and 2002 (and of the Orders which have amended those Orders) and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this notice is published at:

(a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and
(b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ.

9. Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof to The Director of Transportation, Transportation Service Unit, 2nd Floor (east) Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ, quoting the Ref TO/02/103/BFM before the afore-mentioned date.

Waiting restrictions (At any time)

College Road, Kensal Green; the north-east side, from 10 metres north of Purves Road to the north-western boundary of Princess Frederica School, Purves Road.
Cricklewood Broadway, the south-west side, from 1.60 metres north-west of Nos 33 and 35 Cricklewood Broadway to 2.50 metres north-west of Nos 37 and 39 Cricklewood Broadway.
Donnington Road, Willesden; the north-east side, from the south-eastern kerbline of Uffington Road to 28 metres south-east of the north-western wall of Nos 1 to 48 Donnington Court, Donnington Road.

Dudden Hill Lane, the north-east side:

(a) from Nos 101 and 103 Dudden Hill Lane to 10 metres south-east of Cooper Road, the north-eastern arm;
(b) from 21 metres north-west of Cooper Road, the south-eastern arm to 30 metres south-east of Cooper Road, the south-eastern arm;
(c) from 10 metres north-west of Villiers Road, north-westward, for 5 metres;
(d) from 10 metres south-east of Villiers Road, south-eastward, for 5 metres.

Felixstowe Road, the north-east side, from 4 metres south-east of Nos 2 and 4 Felixstowe Road to 1 metre south-east of Nos 2 and 4 Felixstowe Road.
Harrow Road, Kensal Green; the south-west side, from the north-eastern wall of No 1006 Harrow Road to 1.50 metres north-west of Nos 693 and 695 Harrow Road.
High Road, Willesden; the north-east and north-west sides, from 2 metres north-west of Nos 366 and 368 High Road, Willesden to 10 metres north-east of Brenthurst Road.
Uffington Road, the south-east side, from 14 metres south-west of Nos 8 and 9 The Laurels, Uffington Road, south-westward, for 29 metres.
