WEMBLEY STADIUM EVENTS
1. Notice is hereby given that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 35, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985. 2. The general effect of: (A) the “Prescribed Routes” Traffic Order would be, on the dates specified in Schedule 1 to this notice, to: (i) prohibit vehicular traffic entering South Way (between Wembley Hill Road and First Way); (ii) between 10.00 am and midnight: (a) prohibit vehicular traffic entering the lengths of carriageway specified in Schedule 2 to this notice; (b) prohibit vehicular traffic proceeding in any road specified in column 1 of Schedule 3 to this notice from turning left into the road specified in relation thereto in column 2 of the said Schedule; (c) prohibit vehicular traffic proceeding in Harrow Road, Wembley from turning right into Wembley Hill Road; (d) compel vehicular traffic proceeding in Ecclestone Place to turn left into Wembley Hill Road; *Note The restrictions specified in (A) (ii), (b) (c) and (d) above would only apply when signs are displayed to assist the arrival and dispersal of pedestrians on Wembley Stadium Event Days. (B) the “Waiting and Loading Restriction” Orders would be to apply in a modified form the provisions of the Brent (Waiting and Loading Restriction) Order 1979, so that on the dates specified in Schedule 1: (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited or extended so that they would apply between 8.00 am and 12.00 midnight in certain lengths of the streets specified in Schedule 4; (ii) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) for a period of more than 20 minutes in the same place would be prohibited between 11.00 am and 6.30 pm in the lengths of streets referred to in (i) above; (iii) the sale or offer for sale of goods from a vehicle would be prohibited unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected; (iv) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, would be prohibited; (v) any existing restrictions (except “at any time” restrictions) in the lengths of streets referred to in sub-paragraph (i) above would be suspended; (C) the “Parking Places” Order would be to: (i) designate parking places that would operate between 8.00 a.m. and midnight in certain lengths of certain of the streets specified in Schedule 4 to this notice, on the dates specified in Schedule 1 to this notice; (ii) specify that: (a) each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles or invalid carriages displaying a valid permit. Motor cycles park free; (b) any resident whose usual place of abode is in any street specified in Schedule 4 to this notice may apply to the Council for the issue of a Wembley event day residents permit valid for use in existing permit holders parking places in the C, E, NC, NS and W Zones and in the parking places situated in the streets specified in Schedule 4 to this notice; (c) a maximum of 3 permits per residential postal address would be issued by the Council or its agents, to persons whose usual place of abode is in any street specified in Schedule 4 to this notice. The charges would be free for the first permit and ten pounds each for the second and third permit. No refunds will be made; (d) any resident whose usual place of abode is in any street or part of street specified in Schedule 4 to this notice may apply to the Council for the issue of one free visitor’s permit valid for the period between 8.00 am and 12.00 Midnight and valid for use in the street for which it is issued. A maximum of one visitor permit per residential postal address would be issued; (e) any person who occupies premises in any street specified in Schedule 4 to this notice and who uses such premises for non-residential purposes may apply to the Council for the issue of a Wembley event day business permit valid for use in existing permit holders parking places in the C, E, NC, NS and W Zones and in the parking places situated in certain of the streets specified in Schedule 4 to this notice. The charges would be free for the first permit and ten pounds each for the second and third permit. No refunds will be made; (f) permits issued by the Council to essential users or key workers would be valid for use in all the parking bays provided for resident and business users in the EV zone. The charge for an essential user permit or special permit would be £75 per annum; (g) any resident of a “car free” development as defined in a section 106 agreement made under the Town and Country Planning Act 1990 would not be eligible for a Wembley event day permit; (D) the “Controlled Zone Parking Places” Order would be, on the dates specified in Schedule 1 to this notice; to: (i) extend the hours of operation of the parking places in the C, E, NC, NS and W controlled parking zones so that they would operate between 8.00 am and 12.00 midnight; (ii) specify that any vehicle displaying a valid Wembley event day permit may be left in any permit parking place in the controlled parking zones specified in (i) above; (E) the “Free Parking Places” Order would be, on the dates specified in Schedule 1 to this notice to: (i) extend the hours of operation of the free parking places situated in Preston Road, Preston Waye, Uxendon Crescent and the service road fronting Nos 312 to 320 Preston Road so that they would operate between 8.00 am and 12.00 midnight; (ii) designate free parking places in certain lengths of streets specified in Schedule 5 that would operate between 8.00 am and 12.00 midnight; (iii) specify that: (a) the parking place may be used, subject to the provisions of the Order, for the leaving of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages; (b) vehicles may be left for a period of not more than 2 hours in any period of 4 hours; (c) the usual exemption relating to vehicles displaying a disabled person’s “Blue/Orange Badge” would apply; (iv) reserve the free parking places on the west side in Rutherford Way for Police Vehicles; between 7.00 am and 12.00 midnight; (F) the “Goods Vehicles Free Loading Places” Order would be, on the dates specified in Schedule 1 to this notice, to extend the hours of operation of the goods vehicles free loading places in Harrow Road, Sudbury; Neasden Lane; Preston Road; Rosemead Avenue and Uxendon Crescent so that they would operate between 8.00 am and 12.00 midnight; (G) the “Off Street car parks” Order would be, on the dates specified in Schedule 1 to this notice; to: (i) extend the hours of operation of Barham Park, Cecil Avenue, Neasden Lane, Kingsbury Road, Lonsdale Avenue, Preston Road, Salusbury Road, St. John’s Road and Wendover Road off-street car parks so that they would operate between 8.00 am and 12.00 midnight; (ii) specify that the maximum stay would be 2 hours; (H) the “Bus Priority” Order would be to, on the dates specified in Schedule 1 to this notice, extend the hours of operation of the bus lanes in Harrow Road, Wembley, High Road, Wembley, Brentfield and Hillside so that they would operate between 7.00 am and 12.00 midnight. Note: The items specified in (B), (C), (D), (E), (F), (G), and (H) above would only apply when traffic signs are displayed on Wembley Stadium Event Days. 3. The prohibitions and requirements referred to in paragraph 2(A) and (B) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in respect of anything done in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police. 4. The prohibitions referred to in paragraph 2(B) (i) and (ii) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, eg the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue/Orange Badge” would apply. 5. A copy of each of the proposed Orders, of a map of the relevant area and of the Council’s statement of reasons for making the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the expiration of a period of 28 days from the date on which this notice is published at: (a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and (b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ. 6.
