WINCHMORE HILL CONTROLLED PARKING ZONE

Further information may be obtained from Traffic and Transportation Services, telephone no 020-8379 3549. 1. Notice is hereby given that the Council of the London Borough of Enfield on 14 November 2005 made: (a) the Enfield (Residents’ Parking Places) (Winchmore Hill) (Special Parking Area) (No 1) Order 2005; (b) the Enfield (Business Parking Places) (Winchmore Hill) (Special Parking Area) (No 1) Order 2005; (c) the Enfield (Shared-Use Parking Places) (Winchmore Hill) (Special Parking Area) (No 1) Order 2005; (d) the Enfield (Free Parking Places) (Disabled Persons) (Special Parking Area) (No 4) Order 2005; (e) the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 250) Order 2005; and (f) the Enfield (Free Parking Places) (Special Parking Area) (No 2) Order 2005; under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Orders will be to: (a) introduce a controlled parking zone into the Winchmore Hill area, by providing residents’, business, shared-use (residents’ and business) and free parking places; (b) introduce new waiting restrictions and either keep or vary certain existing waiting restrictions in the zone; and (c) provide disabled persons parking places at locations where there is a known demand. 3. The effect of the Residents’, Business and Shared-Use Parking Places Orders will be to: (a) designate residents’ parking places in the streets specified in Schedule 1 to this notice, business parking places in the streets specified in Schedule 2 to this notice and shared-use (residents’ and business) parking places in the streets specified in Schedule 3 to this notice, at which charges may be made by the Borough Council for vehicles authorised by the Orders to be left in those parking places; (b) provide that the parking places will operate between 10.30 am and 11.30 am on Mondays to Fridays inclusive (Christmas Day, Good Friday and Bank Holidays excepted); (c) specify that the vehicles which may be left in the residents’ parking places shall be those displaying either a valid residents’ permit, community health staff permit, social services staff permit, special permit, carers’ permit or visitors parking card issued by the Borough Council or its authorised agent under the provisions of the relevant Order; (d) specify that the vehicles which may be left in the business parking places shall be those displaying a valid business permit issued by the Borough Council or its authorised agent under the provisions of the relevant Order; (e) specify that the vehicles which may be left in the shared-use parking places shall be those displaying either a valid permit referred to in paragraph 3(c) or paragraph 3(d) above; (f) provide that the charge for the issue of a residents’ permit will be £24 and which will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (g) provide that the charge for the issue of a business permit will be £50 and which will be valid for a period of 12 months running from the date on which it first becomes valid; (h) provide that the charge for the issue of a community health staff permit or a social services staff permit will be £12 and which will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (i) provide that the charge for the issue of a carers’ permit will be £24 and which will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (j) provide that the charge for the issue of a special permit will be £59 and which will be valid for a period of 12 months running from the beginning of the month in which it first becomes valid; (k) provide that the charge for the issue of a residents’ visitors parking card which, upon validation, will be valid for a single period (between 10.30 am and 11.30 am) on any day on Mondays to Fridays inclusive, will be 36 pence each. The parking cards are available in booklets comprising 10 parking cards each (a maximum of 50 parking cards may be issued to a householder in a 12 month period); (l) provide that certain vehicles may wait free of charge in certain circumstances, eg to allow persons to board or alight (maximum two minutes), to load or unload (maximum 20 minutes) and vehicles left by specified disabled persons (no time limit). 4. The effect of the Disabled Persons Parking Places Order will be to: (a) designate disabled persons parking places in the streets specified in Schedule 4 to this Order in which vehicles authorised by the Order may be left for any period at any time without charge; (b) specify, in respect of the disabled persons parking places, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge “Blue Badge” issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1982, 1991 or 2000 may be left therein; and (c) provide that certain other vehicles may wait in the parking places in certain circumstances, eg to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc. 5. The effect of the Waiting and Loading Restriction Order will be to either introduce new zone hours waiting restrictions in the streets or parts of streets within the zone and either keep or amend existing waiting restrictions which are different to those times, as follows: (a) at any time in certain lengths of the streets specified in Schedule 5 to this notice; (b) between 8.00 am and midnight throughout the week in certain lengths of the streets specified in Schedule 6 to this notice; (c) between 8.00 am and 6.30 pm on Mondays to Saturdays inclusive in certain lengths of the streets specified in Schedule 7 to this notice; and (d) between 10.30 am and 11.30 am on Mondays to Fridays inclusive (zone hours) in certain lengths of the streets specified in Schedule 8 to this notice. 6. The effect of the Free Parking places Order will be to designate free parking places in Denleigh Gardens and Downes Court; 7. The streets and parts of streets specified in Schedule 9 to this notice will form the extent of the zone and be used for the issue of residents’ and business permits, etc. 8. Copies of the Orders, which will come into operation on 9 January 2006 and other relevant documents can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made. 9. Copies of the Orders may be obtained from Traffic and Transportation Services, The Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD. 10. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
