BALFOUR AVENUE/YORK AVENUE, HANWELL, NO ENTRY WITH CYCLE EXEMPTION

1. Notice is hereby given that the London Borough of Ealing Council, on 3 November 2005, made the above-mentioned Orders under sections 6 and 124 and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Orders will be to: (a) prohibit vehicles from entering Balfour Avenue from York Avenue; (b) introduce a cycle lane in Balfour Avenue, at its junction with York Avenue so as to allow pedal cycles to enter Balfour Avenue through the cycle lane; (c) introduce double yellow line waiting restrictions applying at any time on the east side of York Avenue and Balfour Avenue as described in the Schedule to this notice (NB: the restrictions on the north-east side of Balfour Avenue have been reduced in length). 3. The Orders, which will come into operation on 7 November 2005, and other documents giving more detailed particulars of the Orders, are available for inspection between 9.00 am and 5.00 pm, Mondays to Fridays inclusive, at Mouchel Parkman, 22-24 Uxbridge Road, Ealing, London W5 2BP, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders. 4. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders, may make application for the purpose to the High Court by 15 December 2005. Schedule Balfour Avenue, London W7: (a) the north-east side, between the eastern kerbline of York Avenue and a point 13.4 metres north-west of the common boundary of Nos 27 and 29 Balfour Avenue; (b) the south-west side, between the eastern kerbline of York Avenue and a point 3.4 metres south-east of the westernmost boundary of No 42 Balfour Avenue. York Avenue, the east side, between the south-western kerbline of Balfour Avenue and a point 2 metres south of the northernmost boundary of No 42 Balfour Avenue. Schedule

Explanatory Note (This note is not part of the Order but is intended to indicate its general purpose). This Order further amends the Ealing (Waiting and Loading Restriction) Order 1994, so that the restrictions imposed by that Order apply on the waiting by vehicles in the London Borough of Ealing, are applied in an additional length of Balfour Avenue, Hanwell. 4 November 2005.
