RELATING TO STREETS IN THE FOLLOWING CONTROLLED PARKING ZONES: THE ALBERTS, CENTRAL TWICKENHAM, COLE PARK, ST MARGARETS SOUTH AND RICHMOND
1. The Council of the London Borough of Richmond upon Thames on 14 February 2005 made the above Orders under sections 6, 45, 49, 51 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991. 2. The general effect of the Waiting and Loading Restriction Order is to: introduce a motor-cycle parking bay in Victoria Place, Richmond (24 September 2004); introduce a motor-cycle parking bay in Amyard Park Road, Twickenham (2 April 2004); change a double yellow line waiting restriction into a single yellow line restriction “no waiting between 10.00 am and 4.30 pm on Mondays to Fridays inclusive” on a part of the north-west side of Kings Road, Twickenham (2 April 2004); and convert a single yellow line waiting restriction into a double yellow line restriction “no waiting at any time” at the junction of Crown Road and St Margaret’s Road, Twickenham (24 September 2004). 3. The general effect of the Central Twickenham Order is to change a shared-use parking place in Poulett Gardens, Twickenham into a residents’ permit parking place. 4. The general effect of the Cole Park Order is to: introduce one additional parking space in Grimwood Road; and introduce 3 new residents’ permit parking bays in Latham Road, Twickenham. 5. The general effect of the St Margaret’s South Order is to: remove a single residents’ parking bay in The Barons, Twickenham outside the Twickenham Film Studios (2 April 2004); reduces the length of a residents’ parking bay in The Barons, opposite St Margaret’s Court, by a distance of 3 metres; (2 April 2004); extend the length of a residents’ parking place in Kings Road, Twickenham by a distance of 15 metres (2 April 2004); introduce 2 parking meter bays (maximum stay 2 hours) in St Margaret’s Road (in place of an existing loading bay) (24 September 2004). introduce 2 shared use parking bays in The Barons (in place of an existing loading bay) (24 September 2004); and change residents permit parking places into shared use permit and pay and display bays in Richmond Road, Twickenham (24 September 2004). 6. The general effect of the Richmond Order is to: introduce an additional residents’ or residents’ visitors parking space approximately 16 metres long in Ellerker Gardens, Richmond; introduce two new two-hour parking meter bays in Hill Rise, Richmond; introduce two additional residents’ or residents’ visitors parking spaces each approximately 6 metres long in Lancaster Park, Richmond; change four existing parking meter bays into a residents’ or residents’ visitors parking space in Lichfield Gardens, Richmond; introduce three additional residents’ or residents’ visitors parking spaces (being 5 metres, 5 metres and 8 metres long respectively) and extends an existing parking space by approximately 3 metres in Montague Road, Richmond; change eight existing parking meter bays into shared use pay and display/residents’ or residents’ visitors parking bays in Onslow Road, Richmondl; introduce two additional two-hour parking meter bays in Richmond Hill, Richmond; and change four existing parking meter bays into a residents’ or residents’ visitors parking place in Salisbury Road, Richmond. 7. The general effect of the Loading Places Order is to: delete a loading bay from St Margaret’s Road, Twickenham (to allow the introduction of 2 parking meter bays) (24 September 2004); delete a loading bay from The Barons, Twickenham (to allow the introduction of 2 shared use parking bays) (24 September 2004). 8. The following proposals, advertised on 2 April 2004, have been abandoned by the Council: reduce the length of a shared-use parking place in The Barons, Twickenham by a distance of 3 metres (2 April 2004); reduces the length of a shared-use parking place on the northern side of St Margaret’s Road to the rear of Nos 9 and 10 The Barons by a distance of 7 metres (2 April 2004); change a single yellow line waiting restriction into a double yellow line restriction (“no waiting at any time”) on a part of the north side of St Margaret’s Road (2 April 2004). 9. The following proposals, advertised on 24 September 2004, have been abandoned by the Council: the introduction of a new residents’ parking bay in Denbigh Gardens, Richmond (“The Alberts” controlled parking zone); the introduction of additional parking space in Grimwood Road, Twickenham (“Cole Park” controlled parking zone); the variation of waiting restrictions on a part of the north side of St Margaret’s Road, Twickenham; the deletion of 2 pay and display parking bays from Crown Road, Twickenham and the introduction of a loading bay in their place. 10. Copies of the Orders, which will come into operation on 21 February 2005, plans showing the location and effect of the Orders and the Council’s Statement of Reasons for making the Orders can be inspected for a period of 6 weeks from the date of this notice at: (i) the Richmond Reference Library, Old Town Hall, Wittaker Avenue, Richmond TW9 1TP, during opening hours; and (ii) the Civic Centre (Second Floor), 44 York Street, Twickenham, between 9.15 am and 5.00 pm on Mondays to Fridays. 11. Copies of the Orders may be purchased from the Environment Directorate, Civic Centre, 44 York Street, Twickenham TW1 3BZ. 12. Persons wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any Instrument made under the Act has not been complied with that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
