THE HARROW (LOADING PLACES) (AMENDMENT NO ) TRAFFIC ORDER 2005
PINNER, EVENING WAITING RESTRICTIONS
1. Notice is hereby given that the London Borough of Harrow proposes to make the above-mentioned
Order under sections 6, 7, 124 and Part IV of Schedule 9 to the Road Traffic Regulation
Act 1984, as amended by the Local Government Act 1985 and all other enabling powers.
2. The general effect of the (Waiting and Loading Restriction) (Amendment No ) Traffic
Order 2005 would be to further amend the Harrow (Waiting and Loading Restriction)
Order 1978, so that:
(a) in the lengths of street specified in Schedule 1 to this notice, waiting by vehicles
(otherwise than for the purpose of delivering or collecting goods or loading or unloading
a vehicle) would be prohibited between 8.00 am to 6.30 pm, Monday to Saturday;
(b) in the lengths of street specified in Schedule 2 to this notice, waiting by vehicles
(otherwise than for the purpose of delivering or collecting goods or loading or unloading
a vehicle) would be prohibited “at any time”.
This amendment Order seeks to downgrade the existing 8.00 am to 8.00 pm, Monday to
Saturday waiting restrictions in Pinner, to 8.00 am to 6.30 pm, Monday to Saturday.
Additional double yellow lines are proposed at the junction of School Lane and Marsh
Road.
3. The general effect of the (Loading Places) (Amendment No ) Traffic Order 2005
is to reduce the existing operational times of the loading bay outside Woolworths,
from 8.00 am to 8.00 pm, Monday to Saturday, to 8.00 am to 6.30 pm, Monday to Saturday,
in line with the proposals to downgrade the existing waiting restrictions.
4. The prohibitions referred to in paragraph 2 above would not apply in respect of
anything done at the direction of a police constable in uniform or with the permission
of a parking attendant or other person authorised by the Council or in certain circumstances,
eg, the picking up or setting down of passengers; the carrying out of statutory powers
or duties; etc. The usual exemption relating to vehicles lawfully displaying a disabled
peson’s “Blue Badge” would apply.
5. A copy of the proposed Order, The Harrow (Waiting and Loading Restriction) Order
1978 (and of the Orders which have previously amended the Order), including documents
giving more detailed particulars of the proposed scheme, are available for inspection
between 9.00 am to 5.00 pm, Mondays to Fridays inclusive, in the Urban Living Reception
at the address below. They are available for inspection until the expiration of a
period of 21 days from the date on which this notice is published.
6. All objections and other representations relating to the proposed Orders must
be made in writing and sent to the Transportation Manager, Urban Living, at the address
given below quoting Ref DP2005-04/92.05/37, not later than the date specified in paragraph
4 to this notice. All objections must specify the grounds on which they are made.

Proposed No Waiting—8.00 am to 6.30 pm, Monday to Saturday
Avenue Road, between its junction with Love Lane and a point 2.7 metres south of a point opposite
the southern-most flank wall of No 4 Avenue Road.

Chapel Lane
Elm Park Road :
(a) the south and south-west sides, between a point opposite the common boundary
of Northend Lodge, Elm Park Road and the Christian Science Church, Elm Park Road,
and its junction with Bridge Street;
(b) the north and north-east sides, between a point opposite the common boundary
of Northend Lodge, Elm Park Road, and the Christian Science Church, Elm Park Road,
and its junction with Bridge Street, excluding the lay-by outside the Christian Science
Church.
High Street, Pinner:
(a) the north side, between its junction with Bridge Street and a point opposite
the common boundary of Nos 28/30 and No 32 High Street, Pinner;
(b) the south side, between its junction with Marsh Road and a point opposite the
party wall of Nos 22 and 24 High Street, Pinner.
Love Lane :
(a) the west and south-west sides, between its junction with Bridge Street and a
point 5 metres north-west of a point opposite the common boundary of Nos 30 and 32
Love Lane;
(b) the east and north-east sides, between its junction with Bridge Street and a
point 1 metre north-west of a point opposite the common boundary of Nos 30 and 32
Love Lane.
Service Road off Love Lane, accessed from between No 1 Love Lane and No 8 Red Lion
Parade.
Marsh Road :
(a) the east, north-east and north sides, betwen its junctions with Bridge Street
and High Street, Pinner, and a point opposite the common property boundary of Nos
102 and 104 Marsh Road;
(b) the west, south-west and south sides, between its junctions with Bridge Street
and High Street, Pinner, and its junction with Grove Avenue, excluding the service
roads fronting Nos 137 to 183 Marsh Road, and Nos 185 to 211 Marsh Road;
(c) the north-east side of the service road fronting Nos 185 and 199 to Nos 195 to
211 Marsh Road.
Station Approach, Pinner, between the extended eastern kerbline of Marsh Road and a point 50 metres
south-east of that kerbline.
Waxwell Lane :
(a) the west and north-west sides, between its junction with Bridge Street and a
point 1.7 metres north-east of a point opposite the common boundary of Nos 36 and
38 Waxwell Lane;
(b) the east and south-east sides, between its junction with Bridge Street and a
point 9.7 metres south-west of a point opposite the common boundary of Nos 36 and
38 Waxwell Lane.
Westbury Lodge Close, between its junction with Chapel Lane and a point 5 metres north-west of that junction.
West End Avenue :
(a) the north, west and north-west sides, between a point 1.7 metres west of a point
opposite the party wall of Nos 2/2 a and 2 b /2 c West End Avenue, and its junction with Marsh Road;
(b) the south, east and south-east sides, between a point opposite the eastern property
boundary of Nos 2/2 a West End Avenue and its junction with Marsh Road.
West End Lane :
(a) the west and south side, between a point 12.4 metres north-west of a point opposite
the common boundary of Nos 83 and 85 West End Lane and a point 5.7 metres south-west
of a point opposite the common boundary of Nos 79 and 81 West End Lane;
(b) the east and north side, between a point opposite the common boundary of Nos
83 and 85 West End Lane and a point opposite the common boundary of Nos 79 and 81
West End Lane.
Schedule 2
Proposed No Waiting—At Any Time
Marsh Road, the east, north-east and north sides, between a point opposite the common boundary
of Nos 102 and 104 Marsh Road, and a point opposite the common boundary of Nos 94
and 96 Marsh Road.
School Lane, between its junction with Marsh Road and a point 2 metres east of a point opposite
the western wall of No 11 School Lane.
