1. Notice is hereby given that the Council of the London Borough of Brent on 31 January 2005 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Road Traffic Act 1991.
2. The general effect of the “Disabled Persons Parking Places” Order will be to:

(a) designate parking places in certain lengths of the streets specified in Schedule 1 to this notice in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places will operate “at any time”;
(c) specify, in respect of the parking places, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge (commonly referred to as “the Blue or Orange Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, that is, to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the designation of a parking place in the length of street specified in Schedule 2 to this notice.

3. The general effect of the “Parking Places Amendment” Orders will be to:

(a) reduce in length and redefine existing dual use and resident parking places in association with the provision of disabled persons parking places in Ashburnham Road, Burrows Road, Cranhurst Road, Hiley Road, Lansdowne Grove, Mapesbury Road, Mount Pleasant Road, Newton Road, Princess Road and Victor Road;
(b) to increase in length existing resident parking places following the revocation of the no longer required disabled person parking bays in Carlisle Road, Queens Park, Keslake Road and Streatley Road.

4. A copy of each of the Orders, which will come into operation on 14 February 2005, of maps of the relevant area, of the above-mentioned Orders of 1994, 2000, 2001, 2002, 2003 and 2004 (and of the Orders which have amended those Orders) can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made at:

(a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and
(b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ.

5. Copies of the Orders may be purchased from the address mentioned in paragraph 4(b) above.
6. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court.
