THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO  ) ORDER 200  

1. Notice is hereby given that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Road Traffic Act 1991. 2. The general effect of the “Parking Places” Order would be to revoke and re-enact the Brent (Parking Places) (No 8) Order 2000 so as to: (a) change the existing resident and visitor permit holders and essential/key worker users/business permit holder bays to include pay and display (Max Stay 2 hours) in Sylvan Grove specified in Schedule 1 to this notice; (b) designate parking places that would operate between 10.00 am and 9.00 pm, Mondays to Saturdays in Chichele Road specified in Schedule 2 to this notice; (c) specify that: (i) each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles or invalid carriages displaying a valid parking ticket. Motor cycles can park free. (ii) the maximum initial period for which a vehicle, displaying a valid parking ticket may be left during the permitted hours in the parking places specified in Schedule 2 would be 2 hours; (iii) the charge for short term parking in the parking places specified in Schedule 2 would be 20 pence for 20 minutes, 40 pence for 40 minutes, £1.00 for 60 minutes and £1.60 for 120 minutes, the tickets for which would be issued by pay and display meters; (iv) the interval before a vehicle may again be left in a parking place after the expiration of the period for which the initial charge was incurred would be 2 hours. 3. The general effect of the “Disabled Persons Parking Places” Order would be to: (a) designate a disabled person parking place in the length of Chichele Road specified in Schedule 3 to this notice in which vehicles authorised by the Order may be left for any period without charge; (b) provide that the parking place would operate “at any time”; (c) specify, in respect of the parking place, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge (commonly referred to as “the Blue or Orange Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000, may be left therein; and (d) provide that certain vehicles may wait in the parking place in certain circumstances, eg, to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc. 4. The general effect of the “Waiting and Loading Restrictions” Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be changed so that such prohibition would apply between 10.00 am and 9.00 pm, on Mondays to Saturdays in the length of street specified in Schedule 4 to this notice. 5. A copy of the proposed Order, of relevant Orders of 1979, 2000, 2002, 2003 and 2004 of the Council’s statement of reasons for proposing to make the Order and of map which indicate each length of road to which the Order relate can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this notice is published at: (a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and (b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ. 6. Further information may be obtained by telephoning the Transportation Service Unit, telephone number 020 8937 5145. 7. Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, to The Director of Transportation, Transportation Service Unit, 2nd Floor (east) Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ, quoting Ref TO/12/067/BFM, before the afore-mentioned date. Schedule 1 “Pay and Display” Parking Places (Maximum Stay—2 hours and no return in 2 hours) and Business/Resident/Visitor/Essential/Key worker users Parking Places) (Mondays to Saturdays 10.00 am to 9.00 pm.) Sylvan Grove, the north-east side, from 5 metres north-west of the north-westernmost wall of No 13 Sylvan Grove to the south-eastern wall of No 14 Sylvan Grove. Schedule 2 “Pay and Display” Parking Places (Max Stay—2 hours and no return in 2 hours) (Mondays to Saturdays 10.00 am to 9.00 pm.) Chichele Road, the north-west side: (a) from 6 metres south-west of Nos 24 and 26 Chichele Road to 13.60 metres north-east of Nos 28 and 30 Chichele Road; (b) from Nos 28 and 30 Chichele Road, north-eastward, for 7 metres. Schedule 3 Disabled Person Parking Place (At any time) Chichele Road, the north-west side, from 7 metres north-east of Nos 28 and 30 Chichele Road, north-eastward, for 6.60 metres. Schedule 4 Waiting Restrictions between 10.00 am and 9.00 pm, on Mondays to Saturdays inclusive Chichele Road, the north-west side, from 6 metres south-west of Nos 24 and 26 Chichele Road to Nos 28 and 30 Chichele Road. 10 February 2005.
