ARGON ROAD, GLOVER DRIVE, HARBET ROAD AND THE EASTBOUND OFF-SLIP ROAD AND ROUNDABOUTS AT THE JUNCTION OF ADVENT WAY, HARBET ROAD AND THE A406 NORTH CIRCULAR ROAD—EXPERIMENTAL “AT ANY TIME” WAITING RESTRICTIONS

1. Notice is hereby given that the Council of the London Borough of Enfield on 31 January 2005, made the Enfield (Waiting and Loading Restriction) (Special Parking Area) (No 1) Experimental Order 2005, under sections 9 and 10(2) of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991.
2. The general effect of the Order will be to introduce as an experiment new “at any time” waiting restrictions in the streets or parts of the streets specified in the heading to this notice (Note: in certain instances existing restrictions which currently operate at different times will be changed to “at any time” operation).
3. The Order provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Head of Traffic and Transportation Services of the London Borough of Enfield for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic on the highway or for preserving or improving the amenities of the area through which any road affected by the Orders runs, after consultation with the Director of Environment, Street Scene and Parks, modify or suspend the Order or any of its provisions.

4. A copy of the Order, which will come into operation on 10 February 2005, a statement setting out the reasons for the scheme and for proceeding by way of an experiment and other relevant documents can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, during normal office hours on Mondays to Fridays inclusive.
5. A copy of the Order may be obtained from Traffic and Transportation Services, The Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD.
6. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within 6 weeks from the date on which the Order was made, make application for the purpose to the High Court.
7. If the provisions of the Order continue in operation for a period of not less than 6 months, the Council will consider in due course whether the provisions of that Order should be reproduced and continued in operation indefinitely by means of an Order under section 6 of the said Act of 1984. Any person desiring to object to the making of such an Order or make other representations may, within the period of 6 months from the coming into operation of the Order, or if the Order is subsequently varied or modified, from the coming into operation of that variation or modification (whichever is the latest), send a statement in writing of their objection and the grounds thereof or of their representation, to the Head of Traffic and Transportation Services, the Civic Centre, Silver Street, Enfield, Middlesex EN1 3XD, quoting Ref LB/T/G52/878.
