THE CROYDON (FREE PARKING PLACES) (DISABLED PERSONS) (NO 2) TRAFFIC ORDER 2005

1. Notice is hereby given that the Council of the London Borough of Croydon on 31 January 2005, made the above-mentioned Traffic Order under section 6 of the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the Croydon (Free Parking Places) (Disabled Persons) (No J38) Traffic Order 2004 would be to: (a) revoke the disabled parking places located outside No 69 Dalmally Road, Addiscombe, outside No 46 Greenside Road, Croydon, outside No 6 Rusthall Close, South Norwood and adjacent to No 106 Selsdon Road, Croydon in Junction Road; (b) designate new parking places in Clifton Road, Coulsdon (outside No 55), Coldharbour Road, Waddon (outside No 57), Cotford Road, Thornton Heath (adjacent to No 6 Cotford Parade, Brigstock Road, converting a “pay and display” bay), Gillett Road, Thornton Heath (adjacent to No 61 High Street, Thornton Heath, converting a “pay and display” bay), Gilsland Road, Thornton Heath (adjacent to No 21 High Street, Thornton Heath, converting a “pay and display” bay), Grange Park Road, Thornton Heath (adjacent to Thornton Heath Leisure Centre, converting a “pay and display” bay), Hares Bank, New Addington (outside the Salvation Army Day Centre), Kings Walk, Sanderstead, (outside Nos 25 and 27), Layton Crescent, Waddon (outside No 42), Rockmount Road, Upper Norwood (outside No 36), Stuart Road, Thornton Heath (adjacent to No 105 High Street, Thornton Heath, converting a “pay and display” bay), The Drive, Thornton Heath (adjacent to the Salvation Army Citadel, High Street, Thornton Heath, converting a “pay and display” bay), The Retreat, Thornton Heath (adjacent to No 46 High Street, Thornton Heath, converting a “pay and display” bay), Tunstall Road, Croydon (outside No 35, converting a “pay and display” bay) and Woodville Road, Thornton Heath (outside No 5, converting a “pay and display” bay); (c) provide that the parking places would operate “At any Time”; (d) specify, in respect of the parking places, that disabled persons’ vehicles displaying in the relevant position a disabled persons’ badge issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1975, 1982, or 2000, as amended, may be left therein; and (e) provide that certain vehicles may wait in the parking places in certain circumstances, eg to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc. 3. A copy of the Order which will come into operation on 7 February 2005 and of all associated Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Order was made, at the Enquiry Counter, “One Stop” Facility, Ground Floor, Taberner House, Park Lane, Croydon, Surrey. 4. Copies of the Order may be obtained from the Order Making Section, Parking and Departmental Support Services, 1st Floor, Davis House, Robert Street, Croydon CR0 1QQ. 5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.
