THE STOPPING-UP OF HIGHWAYS (ACCESS ROAD TO BALL CLOSE FLATS, LLANRUMNEY, CARDIFF) ORDER 200 

Notice is hereby given that the Minister for Economic Development and Transport, acting on behalf of the National Assembly for Wales, proposes to make an Order under section 247 of the Town and Country Planning Act 1990 to authorise the stopping-up of the lengths of highway described in Schedule 1 to this notice.
If the Order is made, the stopping-up will be authorised only in order to enable residential development consisting of 25 dwellings with associated private gardens and car parking at Ball Close, Llanrumney, Cardiff, in the city and county of Cardiff, to be carried out in accordance with planning permission granted by Cardiff County Council on 28 May 2004 under Ref 03/03021/N. The Order also provides for the new lengths of highway described in Schedule 2 to this notice to become highway maintainable at the public expense. The Order will cease to have effect upon any cessation of the planning permision referred to above.
During the 28 days from 15 December 2004, copies of the draft Order and the deposited plan may be inspected during normal office hours at Llanrumney Housing Office, 77 b Countisbury Avenue, Llanrumney, Cardiff, or may be obtained, free of charge, from the address below quoting the Welsh Assembly Government reference.
Within the above-mentioned period of 28 days any person may, by notice to the Welsh Assembly Government, Transport Directorate, Cathays Park, Cardiff CF10 3NQ (quoting Ref CZ 510-5-71-65), object to the making of the Order. In the preparation of an objection it should be borne in mind that the substance of any objection or representation may be communicated to other people who may be affected by it.

Description of the lengths of highway to be stopped up under this Order

The lengths of highway to be stopped up are shown by diagonal hatching on the deposited plan, are at Ball Close, Llanrumney, Cardiff, and comprise:

1. an irregularly shaped area of highway to the west and north of Ball Close incorporating old parking bays and highway having a maximum length of 38 metres, a maximum width of 14 metres and an area of 349.9 square metres and marked area 1 on the deposited plan;
2. an irregularly shaped area of highway to the rear of No 263 Ball Road, continuing around to the east of Ball Close having a maximum length of 25 metres, a maximum width of 20 metres and an area of 137.1 square metres and marked area 2 on the deposited plan; and
3. an irregularly shaped area of highway to the south of Ball Close, extending eastwards from the rear boundary of No 261 Ball Road for a distance of 8 metres, with a maximum width of 3 metres and an araea of 21 square metres and marked area 3 on the deposited plan.
Schedule 2
Description of the new highway to be provided

1. an irregularly shaped area of highway to run for a distance of 38 metres south-west of Ball Close, with a maximum width of 6 metres, a turning area of 10 metres by 10 metres at its most southerly point and an area of 395 square metres and marked area 4 on the deposited plan.
2. a triangular shaped area of highway to the east of Ball Close, an area of 12 square metres and marked area 5 on the deposited plan.
