PROPOSED INTRODUCTION OF DOUBLE YELLOW LINES—SURBITON

1. Notice is hereby given that the Council of the Royal Borough of Kingston upon Thames on 13 December 2004, made the following Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. The Kingston upon Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 26/2004) Traffic Order 2004; The Kingston upon Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 27/2004) Traffic Order 2004; The Kingston upon Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 28/2004) Traffic Order 2004; The Kingston upon Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 29/2004) Traffic Order 2004; 2. The general effect of the Orders, which will become operational on 20 December 2004, would be to introduce “at any time” double yellow line waiting restrictions in certain lengths of roads in Surbiton, in advance of the introduction of controlled parking. The roads are specified in the Schedule to this notice. The detailed proposals were published in The Surrey Comet and The London Gazette on Wednesday 13 October 2004. 3. The Orders, and other documents giving more detailed particulars, including plans showing their location and effect, are available for inspection until 24 January 2005 at: the 2nd Floor Reception Area, Guildhall 2, Kingston upon Thames KT1 1EU, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive; and Surbiton Library, Ewell Road, Surbiton, during normal opening hours. 4. Copies of the Orders may be obtained from the Directorate of Environmental Services (Highways and Transportation), Guildhall 2, Kingston upon Thames KT1 1EU. 5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or that any of the relevant regulations made thereunder have not been complied with in relation to the Order may make application for the purpose to the High Court by 24 January 2005.
