THE BARNET (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (EXPERIMENTAL) AMENDMENT NO 78 TRAFFIC ORDER 2004
Notice is hereby given that the Council of the London Borough of Barnet on 15 April
2004 made the above Orders under section 9 of the Road Traffic Regulation Act 1984,
and all other enabling powers.
The general effect of the Orders will be to introduce three controlled parking zones
on an experimental basis in the Hendon area, named HC1, HC2 and HC3, to include the
streets detailed in the attached Schedule 1 to this notice.
The on-street parking places Order will provide:
1. residents parking bays operating within the hours detailed in Schedule 1 to this
notice. These bays are for use by vehicles displaying a valid residents or visitor
permit, or blue disabled persons badge. Disabled motorists and motorcyclists do not
need to display a permit in the residents bays.
2. business parking bays for use by vehicles displaying a valid business permit.
These bays will operate in the individual zones within the hours of restriction outlined
below.
3. general parking bays for use by vehicles displaying a valid residents, visitor
or business permit, or blue disabled persons badge. These bays will operate in the
individual zones within the hours of restriction detailed in Schedule 1.
4. free parking bays for general use by any vehicle.
5. long and short stay Pay and Display operative between 9.00 am and 5.30 pm Monday
to Saturday.
The off-street parking places Order will have effect so that The Burroughs Car Park
will be available to business permit holders and Long Stay Pay and Display parking.
The Burroughs Gardens Car Park will be available to resident permit holders and Short
Stay Pay and Display parking.
The loading bay Order will introduce a Loading Bay in Alderton Way, to operate between
the hours of 8.00 am and 6.30 pm Monday to Saturday for use by goods vehicles only.
The Waiting and Loading Order will introduce yellow line waiting restrictions where
parking bays are not provided which, with the exception of the additional restrictions
listed below, will restrict waiting during the hours of operation of the relevant
zone.
In order to improve visibility and aid traffic flow, the Waiting and Loading Order
will also introduce “At Any Time” waiting restrictions in certain lengths of:
i. Allington Road
ii. Foscote Road
iii. Crespigny Road
iv. Sevington Road
v. The Burroughs, outside the Town Hall
vi. Babington Road
vii. Egerton Gardens
viii. Parson Street; and
1. No waiting between 7.00 am and 7.00 pm on Mondays to Sundays on the south-eastern
side between the common boundary of Edinburgh House and Markham Court, and a point
opposite the common boundary of The Towers and No 37 Parson Street; and
2. No waiting between 1.45 pm and 2.45 pm on Mondays to Fridays in St Josephs Grove
east of the entrance of St Josephs convent primary school.
Charges for residents permits are £35 for the first permit, £65 for a second and
£90 for a third permit. Permits are limited to one per resident, to a maximum of 3
per household. The permits are valid for 1 year. Visitor permits, which can be purchased
by residents, cost £5 for a book of 10 permits. Disabled badge holders and motorcyclists
are exempt from permit charges. Business permits are £150 each to a maximum of 3 per
business.
The pay and display charges are as follows:
Short stay pay and display:
up to 20 minutes—30p; up to 40 minutes—60p; up to 1 hour—£1.20; and up to 90 minutes—£2.
Long stay pay and display:
up to 20 minutes—30p; up to 40 minutes—60p; up to 1 hour—£1.20; up to 90 minutes—£2;
up to 4 hours—£4; and over 4 hours—£5.
The Burroughs and Burroughs Gardens Car Parks:
up to 20 minutes—30p; up to 40 minutes—60p; up to 1 hour—£1.20; up to 90 minutes—£2;
up to 4 hours—£4; and over 4 hours—£5.
Schedule 2 to this notice lists streets or parts of streets for the purposes of eligibility
for a residents permit. Any person residing in these streets who keeps and uses a
vehicle is eligible to apply for a residents permit.
The Orders provide that, in pursuance of section 10(2) of the Road Traffic Regulation
Act 1984, the Chief Executive of the Council or some person authorised in that behalf
by him, may, if it appears to him essential in the interests of the expeditious, convenient
and safe movement of traffic or for preserving or improving the amenities of the area
through which any road affected by the Orders runs, modify or suspend the operation
of the Orders or any provision thereof.
Copies of the Orders, which will come into operation on Monday 26 April 2004, a plan
of the Scheme, the Council’s statements of reasons for making the Orders and for proceeding
by way of experiment can be inspected on Mondays to Fridays inclusive between 9.00
am and 5.00 pm (Bank Holidays excepted) at:
(a) Parking Design Team, 8th Floor, Barnet House, 1255 High Road, Whetstone, London
N20 0EJ; and
(b) 1st Contact, The Town Hall, The Burroughs, Hendon, London NW4 4BG.

Any person wishing to question the validity of the Orders or of any of their provisions
on the grounds that they are not within the powers of the Road Traffic Regulation
Act 1984 or that any of the requirements thereof or of any relevant regulations made
thereunder have not been complied with in relation to the Orders may, within 6 weeks
from the date on which the Orders were made, make application for the purpose to the
High Court.
If the provisions of the Orders continue in operation for a period of not less than
6 months, the Council will consider in due course whether the provisions of the Orders
should be reproduced and continued in force indefinitely by means of Orders under
section 6 of the said Act of 1984. Anyone who wishes to object to the making of such
Orders for the purpose of such reproduction and continuation in force may, within
the period of 6 months from the date on which the Orders were made, send a statement
in writing of their objection and the grounds thereof to the Head of Highways and
Design, Barnet House, 1255 High Road, Whetstone, London N20 0EJ.
