MILDMAY (ZONE V) CONTROLLED PARKING ZONE
1. Notice is hereby given that the Council of the London Borough of Islington, on 24 September 2003, made the above Orders under sections 6, 32, 45, 46, 49, 63 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the Parking Places Order will be to provide: (a) a business parking place in Kingsland Green; (b) pay and display parking places in Ferntower Road, King Henry’s Walk and Newington Green Road; (c) shared-use parking places in Burder Road, Ferntower Road, Green Lanes, Grosvenor Avenue, King Henry Street, King Henry’s Walk, Kingsbury Road, Kingsland Green, Leconfield Road, Mildmay Grove North, Mildmay Grove South, Mildmay Road, Newington Green Road, Petherton Road, Poet’s Road, Pyrland Road, Queen Margaret’s Grove, St Jude Street, Wolsey Road and Woodville Road; and (d) resident parking places in Arundel Grove, Balls Pond Road, Beresford Road, Boleyn Road, Elton Place, Ferntower Road, Green Lanes, Grosvenor Avenue, King Henry Street, King Henry’s Walk, Kingsbury Road, Kingsbury Terrace, Leconfield Road, Matthias Road, Mildmay Grove North, Mildmay Grove South, Mildmay Road, Mildmay Street, Petherton Road, Poet’s Road, Pyrland Road, Queen Margaret’s Grove, St Jude Street, Wolsey Road and Woodville Road. 3. The Parking Places Order will allow the use of permits and vouchers in certain types of parking places during the controlled hours as follows: (a) between 8.30 am and 6.30 pm on Mondays to Fridays inclusive and between 8.30 am and 1.30 pm on Saturdays that are match days or non match days: (i) residents’ permits, visitors’ vouchers up to a maximum of 6 hours per day, all day visitors’ vouchers, hired vehicle residents’ permits and hired vehicles residents’ vouchers, permits to park and teachers’ permits would be valid for use in residents’ parking places and shared (all permit holders and pay and display) parking places; (ii) business permits and up to three business vouchers (maximum stay of 3 hours), business permits (unlimited stay), teachers’ permits or permits to park would be valid for use in Business parking places and Shared (All permit holders and pay and display) parking places; and (iii) permits to park and pay and display tickets (maximum parking period of 2 hours) would be valid for use in shared use (permits and pay and display) parking places and pay and display only parking places. (b) between 6.30 pm and 8.30 pm on Mondays to Fridays inclusive, between 1.30 pm and 4.30 pm on Saturdays and between 12.00 noon and 4.30 pm on Sundays and bank holidays on match days as follows: (i) residents’ permits, visitors’ vouchers up to a maximum of 6 hours per day, all day visitors’ vouchers, hired vehicle residents’ permits and hired vehicles residents’ vouchers, permits to park, teachers’ permits and match day permits would be valid for use in residents’ parking places and shared (all permit holders and pay and display) parking places; (ii) business permits and up to three business vouchers (maximum stay of 3 hours), business permits (unlimited stay), residents’ permits, visitors’ vouchers up to a maximum of 6 hours per day, all day visitors’ vouchers, hired vehicle residents’ permits and hired vehicles residents’ vouchers and match day permits would be valid in business parking places; and (iii) permits to park and pay and display tickets (maximum parking period of 2 hours) would be valid for use in shared use (permits and pay and display) parking places and pay and display only parking places. 4. The charges for the use of the parking places will be: (a) for a residents’ permit: £95 per year or a reduced rate of £75 per year for a vehicle that is fuel cell powered, gas powered, electric powered or hybrid system powered or with an engine capacity of 1399 cc or less; (b) for residents’ visitor vouchers: at the rate of 60p per hour up to a maximum of 6 hours per day with half hour and three hour duration vouchers; (c) for all day visitors’ vouchers: £6 per voucher with a limit of 5 vouchers per year per resident; (d) for hired vehicles residents’ permit: £10 per year for use with hired vehicles residents’ parking vouchers; (e) for hired vehicles residents’ parking vouchers: at the rate of 40p per hour; (f) for permits to park: £9 per day (only available for vehicles required for carrying out building and maintenance work on premises adjacent to any parking place); (g) for an all day annual business permit: £560; (h) for a business permit: £10 per year to be used in connection with business vouchers at a cost of 80p per hour; (i) for a vehicle displaying a ticket purchased from a ticket parking meter, for the leaving of a vehicle in a pay and display or a “shared use” ticket metered (pay and display) parking place: £2 per hour (minimum charge 20p for 6 minutes with a maximum stay of 2 hours). 5. The general effect of the Waiting and Loading Restriction Order will be to prohibit waiting: (a) between 8.30 am and 6.30 pm on Mondays to Fridays inclusive and between 8.30 am and 1.30 pm on Saturdays, on any day other than a day on which a football game involving Arsenal FC is being played at Arsenal Football Stadium; (b) between 8.30 am and 8.30 pm on Mondays to Fridays inclusive, between 8.30 am and 4.30 pm on Saturdays and between 12.00 noon and 4.30 pm on Sundays and bank holidays, on a day on which a football game involving Arsenal FC is being played at Arsenal Football Stadium; in Mildmay Avenue, Ball’s Pond Place, Haliday Walk and all the lengths of those streets referred to in Article 2 to this notice which lie within the Mildmay (Zone V) Controlled Parking Zone, except for in certain lengths of Balls Pond Road, Mildmay Park and Newington Green Road where existing restrictions will, where necessary, be extended to include the above hours and except for at junctions and certain other lengths of road where “at any time” waiting restrictions will have effect to allow the free flow of traffic. 6. The general effect of the Solo Motorcycle Parking Place Order will be to provide a solo motorcycle parking place in Kingsbury Road. 7. More detailed particulars of the Orders can be inspected during normal office hours until the end of a period of 6 weeks from the date on which the Orders were made at Islington Council, Traffic and Transportation, 222 Upper Street, Islington, London N1 1YA. 8. If any person wishes to question the validity of the Orders or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any Instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
