THE EALING (WAITING AND LOADING RESTRICTION) (AMENDMENT NO 174) EXPERIMENTAL ORDER 2003
EXPERIMENTAL 24 HOUR BUS LANE AND DOUBLE YELLOW LINE WAITING RESTRICTIONS IN HAVEN GREEN, LONDON W5

1. Notice is hereby given that the Council of the London Borough of Ealing, on 27 March 2003, made the above-mentioned Orders under sections 9 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
2. The general effect of the Orders will be:

(a) to introduce an experimental 24 hour bus lane in Haven Green, London W5, in its northern arm, in the central lane, lying between a point 9.50 metres west of the western kerb line of the westernmost access road to Haven Green Court, Haven Lane and a point 9 metres east of the eastern kerbline of Mount Park Road and to provide that only buses and pedal cycles may use the lane;
(b) to increase the single yellow line waiting restrictions in the northern arm of Haven Green to double yellow lines applying at all times on both sides throughout its whole length, between the junction with Castlebar Road and the junctions with Madeley Road and the eastern arm of Haven Green; and
(c) to increase the single yellow line waiting restrictions to double yellow line waiting restrictions applying at all times in the north-west to south-east arm of Haven Green, on its south-west side, between the junction with the northern arm of Haven Green and a point 38.50 metres south-east of that junction.

3. The Orders, which will come into force on 7 April 2003, and other documents giving more detailed particulars of the Orders are available for inspection between 9.00 am and 5.00 pm on Mondays to Fridays inclusive, at Parkman Ltd., 3rd Floor, 22-24 Uxbridge Road, Ealing, London W5 2BP, until 7 October 2003.
4. Any person desiring to question the validity of the Orders or of any provisions contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may make application for the purpose to the High Court by 19 May 2003.
5. The Orders provide that subject to the provisions of section 10 of the Road Traffic Regulation Act 1984, the Council’s Director of Transport and Planning for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential:

(a) in the interests of the expeditious, convenient and safe movement of traffic;
(b) in the interests of providing suitable and adequate parking facilities on the highway, or
(c) for preserving or improving the amenities of the area through which any road affected by the Orders run,

modify or suspend the operation of the Orders.

6. If the provisions of the Orders continue in force for a period of not less than 6 months, the Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Anyone who wishes to object to the making of the Order under section 6 of the said Act of 1984 for the purpose of such reproduction and continuation in force may send a statement in writing of their objection and the grounds thereof to the Council’s agents, Parkman Ltd., 3rd Floor, 22-24 Uxbridge Road, Ealing, London W5 2BP, quoting the Ref 1000621/260/SJC by 7 October 2003.
