THE M4 MOTORWAY SLIP ROAD (JUNCTION 44, LON-LAS) SCHEME 2003
The Minister for Environment, acting on behalf of the National Assembly for Wales hereby gives notice of the making of a Scheme under sections 16, 17 and 328 of the Highways Act 1980 authorising the provision for the exclusive use of traffic of Class 1 and 11 of the classes of traffic set out in Schedule 4 to the Highways Act 1980, of a special road about 38 metres in length from its junction with the new roundabout at junction 44 in a northerly direction which will become a trunk road on the date on which the Scheme comes into force, and the length of the special road to be superseded shall cease to be a trunk road as from the date on which notice is given to the City and County of Swansea (who will become the Highway Authority responsible for the length) that the new special road is open for through traffic.
Copies of the Scheme and of the relevant plan may be inspected, free of charge, at all reasonable hours from 28 March 2003 until 9 May 2003 or within 6 weeks from the date of publication of this notice, whichever period shall expire later, at the Welsh Assembly Government Transport Directorate, Cathays Park, Cardiff CF10 3NQ, and at the Technical Services Department, City and County of Swansea, County Hall, Swansea SA1 3SN, or may be obtained from the Welsh Assembly Government as above.
Any person aggrieved by the Scheme may, by application to the High Court within 6 weeks from that date, question its validity on the grounds:
(a) that the authorisation granted by the Scheme is not empowered to be granted, or
(b) that his or her interests have been substantially prejudiced by failure to comply with any statutory requirement relating to the Scheme.
