Notice is hereby given that Public Local Inquiries in connection with the Orders mentioned below will be held by an independent Inspector appointed for the purpose by the Secretary of State for Transport beginning at 10.00 am on Tuesday 29 April 2003 at The Council Chamber, Town Hall, Evreux Way, Rugby CV21 2LA to hear representations from statutory objectors (as defined in the Compulsory Purchase by Non-Minsterial Acquiring Authorities (Inquiries Procedure) Rules 1990, and the Highways (Inquiries Procedure, Rules 1994), from any other persons having an interest in the land the subject of the Compulsory Purchase Order, and at its discretion, to hear representations from other persons who may desire to appear and be heard.
The Orders are Orders which have been made by Warwickshire County Council under the above-mentioned Acts and submitted to the Secretary of State for Transport for confirmation and are:-

(1) The Warwickshire County Council (A4071 Rugby Western Relief Road) (Side Roads) Order 2002. This is an Order under sections 14 and 125 of the Highways Act 1980, which, if confirmed, will authorise Warwickshire County Council to:

(a) carry out the improvements of highways,
(b) stop up highways,
(c) construct new highways,
(d) stop up private means of access to premises, and
(e) provide new means of access to premises

all in relation to the classified road being (i) the A4071 which the Council propose to improve from a point 120 metres south-east of the access to Potford’s Dam Farm to a point 50 metres west of the bridge carrying the dismantled Rugby to Leamington Railway over the A4071 near Cawston; (ii) the highway which the Council propose to construct from the latter point to a point at the junction of the A428 Lawford Road and C80 Parkfield Road; (iii) the C80 Parkfield Road which the Council propose to improve from the latter point to the existing bridge over the West Coast Mainline Railway; (iv) the highway which the Council propose to construct from the latter point to a point on the B4112 Newbold Road 60 metres south-east of the south-east access of Avon Valley School; and (v) the B4112 Newbold Road which the Council propose to improve from the latter point to the A426/B4112 Avon Mill roundabout.
(2) The Warwickshire County Council (A4071 Rugby Western Relief Road) Compulsory purchase Order 2002. This is an Order under sections 239, 240, 246 and 250 of the Highways Act 1980 and under section 2 of the Acquisition of Land Act 1981, which, if confirmed, will authorise Warwickshire County Council to purchase compulsorily the land and rights over land described therein for the purpose of:

(i) the construction and improvement of the classified road described in (1) above;
(ii) the construction of new highways, the improvement of highways and the provision of new means of access to premise in pursuance of the Side Roads Order mentioned at (1) above;
(iii) use by the said Council in connection with the above works; and
(iv) to mitigate the adverse effects which the existence or use of the highways proposed to be constructed or improved will have on their surroundings.

Copies of the above-mentioned Orders and of the plans referred to therein have been deposited and may be seen at all reasonable hours, free of charge, at the offices of Warwickshire County Council, Shire Hall, Warwick, at the offices of Rugby Borough Council, Town Hall, Evreux Way, Rugby and at Rugby Library, Little Elborow Street, Rugby.
Copies of any proofs of evidence, sent to or by the promoting authority are also available for inspection at the offices of Warwickshire County Council from 8 April 2003.
Proceedings on the above-mentioned Orders are being taken concurrently by virtue of Section 257 of the Highways Act 1980.
The Secretray of State for Transport hereby directs that any person who intends to submit at the Inquiries that any highway or proposed highway to which the Orders or either of them relate a new highway should be constructed on a particular route, shall send to him at Local Authority Orders, Department for Transport, Government Office for the North East, Wellbar House, Gallowgate, Newcastle upon Tyne NE1 4TD, not later than 8 April 2003, sufficient information about the alternative route or the route of the new highway, as the case may be, to enable it to be identified. Failure to comply with this direction will entitle the Secretary of State and the person holding the Inquiries to disregard so much of any objection as consists of such submission.
