LONDON ROAD, CAMBRIDGE ROAD, KINGSTON ROAD, BURLINGTON ROAD AND ADJACENT SIDE ROADS

1. Notice is hereby given that the Council of the Royal Borough of Kingston upon Thames on 13 March 2003 made the following Orders under sections 6, 7(1), 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended: (a) The Kingston upon Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 4/2003) Traffic Order 2003; (b) The Kingston upon Thames (Bus Stop Clearway) (Special Parking Area) (No 1) (Amendment No 5) Traffic Order 2003; (c) The Kingston upon Thames (Bus Priority) (Amendment No 3) Traffic Order 2003; (d) The Kingston upon Thames (Parking Places) (Special Parking Area) (New Malden) (No 1) Traffic Order 2003; (e) The Kingston upon Thames (Free Parking Places) (Amendment No 7) (Special Parking Area) Traffic Order 2003; (f) The Kingston upon Thames (Free Parking Places) (Goods Vehicles) (Special Parking Area) (No 1) (Amendment No 12) Traffic Order 2003. 2. The general effect of the Orders, which will come into force on 24 March 2003, will be to introduce: (a) a westbound bus lane, operating between 7.00 am and 10.00 am on Mondays to Fridays in Cambridge Road (between Hampden Road and Kingston Road) and Kingston Road (between Cambridge Road and California Road); (b) extended waiting and loading restrictions on London Road, Cambridge Road, Kingston Road, Burlington Road and adjacent side roads, either 7.00 am to 7.00 pm or 7.00 to 10.00 am and 4.00 pm to 7.00 pm Monday to Saturday; (c) “at any time” bus stop clearways on Cambridge Road, Kingston Road and Burlington Road; (d) footway parking in Cambridge Road and Kingston Road; (e) loading bays, operating between 7.00 am and 7.00 pm throughout the week, with a maximum loading time of 30 minutes and no return within one hour, in Burlington Road and Albert Road; (f) pay and display parking bays, operating between 7.00 am and 7.00 pm Monday to Saturday, with a maximum parking time of 2 hours and not return within 1 hour, in Burlington Road, George Road and Queens Road with the following parking charges:

3. The Orders and other documents giving more detailed particulars of the Order, including plans showing their location and effect, are available for inspection until 23 April 2003 at: the 2nd Floor Reception Area, Guildhall 2, Kingston upon Thames KT1 1EU, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive; New Malden Library, Kingston Road, New Malden during normal opening hours; Kingston Library, Fairfield Road, Kingston (during normal opening hours). 4. Any person desiring to question the validity of any of the Orders of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may make application for the purpose to the High Court by 23 April 2003.
