THE KINGSTON UPON THAMES (FREE PARKING PLACES) (DISABLED PERSONS) (SPECIAL PARKING AREA) (AMENDMENT NO 18) TRAFFIC ORDER 2003
DISABLED PERSONS’ PARKING PLACES

1. Notice is hereby given that the Council of the Royal Borough of Kingston upon Thames, on 13 March 2003, made the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Order, which will come into operation on 24 March 2003, would be to: (a) remove a redundant disabled persons’ parking place from Grafton Road, New Malden; (b) introduce a maximum duration of stay of three hours in the disabled persons’ parking place in Howard Road, Surbiton. The bay to be operational 8.00 am to 6.30 pm, Monday to Saturday with return prohibited within one hour; (c) introduce disabled persons’ parking places (at which vehicles displaying a disabled persons’ badge may be left without charge or time limit) at the following locations: Albany Road, New Malden, outside No 34 Albury Road, Chessington, outside No 4 Bearfield Road, Kingston, outside No 25 Bransby Road, Chessington, outside Nos 5 and 7 Burton Road, Kingston, outside No 46 Coombe Gardens, New Malden, outside No 31 Coutts Avenue, Chessington, outside No 42 Southwood Drive, Surbiton, outside Nos 70 and 109 3. The Order, and other documents giving more detailed particulars of the Order, including plans showing the above locations, are available for inspection until 6 weeks have elapsed from the date on which the Order is made at: the 2nd Floor Reception Area, Guildhall 2, Kingston upon Thames KT1 1EU, between 9.30 am and 4.30 pm, on Mondays to Fridays inclusive; Kingston Library, Fairfield Road, Kingston, during normal opening hours; Hook and Chessington Library, Hook Road, Chessington, during normal opening hours; Surbiton Library, Ewell Road, Surbiton, during normal opening hours; New Malden Library, Kingston Road, New Malden, during normal opening hours. 4. Copies of the Order may be obtained from the Directorate of Environmental Services (Highways and Transportation). 5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or that any of the relevant regulations made thereunder have not been complied with in relation to the Order may, within 6 weeks of the making of the Order, make application for the purpose to the High Court.
