AMENDMENTS TO CANBURY AND CANBURY GARDENS CONTROLLED PARKING ZONES

1. Notice is hereby given that the Council of the Royal Borough of Kingston upon Thames, on 13 March 2003, made the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended: The Kingston upon Thames (Parking Places) (Special Parking Area) (Canbury Gardens) (No 2) Traffic Order 2003; The Kingston upon Thames (Parking Places) (Canbury) (No 1) (Amendment No 1) Traffic Order 2003; The Kingston upon Thames (Free Parking Places) (Special Parking Area) (No 2) (Amendment No 4/2003) Traffic Order 2003; and The Kingston upon Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 3/2003) Traffic Order 2003. 2. The general effect of the Orders, which will come into force on 24 March 2003, will be to: (a) revoke and re-enact the existing Canbury Gardens Parking Places Order; (b) make various changes to existing parking places within the Canbury Gardens controlled parking zone, as specified in Schedule 1 to this notice; (c) extend the boundary of the Canbury Gardens controlled parking zone to include the roads and lengths of roads specified in Schedule 2 to this notice and provide that: (i) “permit holder” and “shared use” parking places will be provided in Bearfield Road, Osborne Road, Thorpe Road and Windsor Road; (ii) the parking places will operate between 8.30 am and 6.30 pm on Mondays to Saturdays inclusive, except Christmas Day, Good Friday and Bank Holidays (the permitted hours); (iii) vehicles which may be left in the “permit holder” parking places during the permitted hours will be those displaying a valid residents’,“business or residents” visitors permit relating to the Canbury Gardens controlled parking zone; (iv) vehicles which may be left in the “shared use” parking places during the permitted hours will be those either displaying a valid permit (no time limit) or displaying a relevant ticket issued by a ticket parking meter (pay and display); (v) the rate of charge at the “shared use” parking places will be 40p per hour for a maximum parking period of four hours (no return within two hours); (vi) the charge for residents’ permits will be £60 for 12 months, £35 for six months or £20 for 3 months; (vii) the charges for business permits will be £90 for 12 months, £52 for six months or £30 for three months (for the first permit), or £150 for 12 months, £87.50 for six months or £50 for three months (in respect of the second permit); (viii) the charges for residents’ visitor permits will be £10 for a book of 10 permits. Each resident may purchase a maximum of ten books a year; (ix) permits will be issued by the Council, on application being made together with payment of the appropriate charge, to any person residing within the boundary of the Canbury Gardens controlled parking zone, or as the case may be, to any business user who occupies certain premises for non-residential purposes (please note that certain properties in King’s Road and Richmond Road will also be eligible for permits); (x) “free” time limited parking places will be introduced in Bearfield Road, Osborne Road and Windsor Road in which vehicles may be left for a maximum parking period during the permitted hours referred to in paragraph (b) above of one hour (with no return within two hours); (xi) yellow line waiting restrictions will be introduced in the roads and lengths of roads specified in Schedule 2 to this notice to prohibit vehicles from parking during the permitted hours in areas that are not marked as parking places. (d) extend the boundary of the Canbury controlled parking zone to include the roads and lengths of roads specified in Schedule 3 to this notice and provide that: (i) “permit holder” and “shared use” parking places will be provided in Burton Road and Chesfield Road; (ii) the parking places will operate between 8.30 am and 6.30 pm on Mondays to Saturdays inclusive, except Christmas Day, Good Friday and Bank Holidays (the permitted hours); (iii) vehicles which may be left in the “permit holder” parking places during the permitted hours will be those displaying a valid residents’, business or residents’ visitors permit relating to the Canbury controlled parking zone; (iv) vehicles which may be left in the “shared use” parking places during the permitted hours will be those either displaying a valid permit (no time limit) or displaying a relevant ticket issued by a ticket parking meter (pay and display); (v) the rate of charge at the “shared use” parking places will be 40p per hour for a maximum parking period of four hours (no return within two hours); (vi) the charge for residents’ permits will be £60 for 12 months, £35 for six months or £20 for 3 months; (vii) the charges for business permits will be £90 for 12 months, £52 for six months or £30 for three months (for the first permit), or £150 for 12 months, £87.50 for six months or £50 for three months (in respect of the second permit); (viii) the charges for residents’ visitor permits will be £10 for a book of 10 permits. C J Hamshar, Head of Highways and Transportation Schedule 1 Minor changes to parking places within the existing Canbury Gardens CPZ Chestnut Road, the “free” time limited parking place along the side of No 127 Richmond Road will be reduced; Eastbury Road, the “free” time limited parking place along the side of No 109 Richmond Road will be converted to “shared use”; Lower Ham Road, the layout of the “shared use” parking places opposite the junction of Chestnut Road will be modified to reflect the installation of a width restriction. Schedule 2 Roads and lengths of roads to be included in the extension of Canbury Gardens CPZ Bearfield Road, Osborne Road, Thorpe Road and Windsor Road. Schedule 3 Roads and lengths of roads to be included in the extension of Canbury CPZ Burton Road (from its junction with King’s Road to its north-westernmost extremity), Chesfield Road and Park Farm Road (from its junction with Burton Road north-eastward for a distance of 8 metres). 21 March 2003.
