THE CITY OF WESTMINSTER (WAITING AND LOADING RESTRICTION) (AMENDMENT NO 71) ORDER 2003

1. Notice is hereby given that Westminster City Council on 19 March 2003, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Parking Places Order will be to provide a residents’ parking place and an additional “shared use” parking place available both for 2 hour pay and display ticket meter parking and residents permit holders in Warwick Way. 3. The Parking Places Order will provide that: (a) the parking places will operate between 8.30 am and 6.30 pm on Mondays to Fridays inclusive (except Christmas Day, Good Friday and Bank Holidays): (b) vehicles which may be left in the “shared use” parking place during the permitted hours will be either those displaying a valid parking card bearing the letter “A” or passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a relevant ticket issued by a ticket parking meter; (c) the rate of charge at the “shared use” ticket metered (pay and display) parking places will be £2 per hour; (d) the charge for a residents’ parking card will be 90 pence per day (in respect of a parking token) or £90 for 12 months/£26 for 3 months (in respect of a season ticket) (60 pence £60 and £17 respectively for vehicles qualifying for the discounted rate); (e) a residents’ parking card bearing the letter “A” will be issued by the City Council, on application being made together with payment of the appropriate charge to any person residing within the controlled parking zone who is the owner of a vehicle of the class specified in sub-paragraph (b) above. 4. The general effect of the Waiting and Loading Restriction Order will be to further amend the City of Westminster (Waiting and Loading Restriction) Order 2002, so that in the lengths of the street specified in the Schedule to this notice, the hours during which the existing prohibition applies on: (a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be changed so that it will apply at any time; (b) waiting by vehicles for more than 20 minutes in the same place for the purpose of delivering or collecting goods or loading or unloading a vehicle will be changed so that it will apply between 11.00 am and 6.30 pm throughout the week. 5. The Orders, which will come into force on 24 March 2003, and other documents giving more detailed particulars of the Order are available for inspection between 9.00 am and 5.00 pm, on Monday to Fridays inclusive at Parkman Ltd., 3rd Floor, Mountbarrow House, 6-20 Elizabeth Street, London SW1W 9RB, until 30 April 2003. 6. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to either of the Orders may make application for the purpose to the High Court by 30 April 2003. Schedule (a)  Alderney Street, the north-east side, between the south-eastern kerbline of Warwick Way and a point 10 metres south-east of that kerbline. (b)  Cambridge Street, the south-west side (i)  between the north-western kerbline of Warwick Way and a point 9.2 metres north-west of that kerbline; (ii) between the south-eastern kerbline of Warwick Way and a point 12 metres south-east of that kerbline. (c)  Clarendon Street, the south-west side, between the south-eastern kerbline of Warwick Way and a point 5 metres south-east of that kerbline. (d)  Warwick Place North, the south-west side, between the north-western kerbline of Warwick Way and a point 5 metres north-west of that kerbline. (e)  Warwick Way (i) the north-west side, between the north-eastern kerbline of Eccleston Square Mews and the south-western kerbline of Warwick Place North; (ii) the north-west side, between the south-western kerbline of Cambridge Street and a point 10 metres south-west of that kerbline; (iii) the north-west side, between the north-eastern kerbline of Aldernay Street and a point 6 metres north-east of that kerbline; (iv) the south-east side, between the north-eastern kerbline of Aldernay Street and the south-western kerbline of Cambridge Street; (v) the south-east side, between the south-western kerbline of Clarendon Street and a point 7 metres south-west of that kerbline; (vi) the south-east side, between the north-eastern kerbline of West Warwick Place and a point 7 metres north-east of that kerbline.
