1. Notice is hereby given that in conjunction with the replacement of the existing “zebra” crossings in Kingsbury Road with push button controlled pedestrian crossings (Pelican and Toucan), the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of, and part I of Schedule 5, to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Road Traffic Act 1991.
2. The general effect of the “Disabled Persons Parking Places” Order would be to:

(a) designate disabled person parking places in Kingsbury Road specified in Schedule 1 to this notice in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking place would operate “at any time”;
(c) specify, in respect of the parking place, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge (commonly referred to as “the Blue or Orange Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 may be left therein; and
(d) provide that certain vehicles may wait in the parking place in certain circumstances, eg to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes) etc.

3. The general effect of the “Parking Places” Order would be to:

(a) designate parking places that would operate between 8.00 am and 6.30 pm Mondays to Saturdays in certain lengths of the streets specified in Schedule 2 to this notice;
(b) specify that:

(i) each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket;
(ii) the maximum initial period for which a vehicle, displaying a valid parking ticket may be left during the pemitted hours in the parking places would be 2 hours;
(iii) the charge for short term parking in the parking places would be 20 pence for 20 minutes, 40 pence for 40 minutes, £1 for 60 minutes and £1.60 for 120 minutes, the tickets for which would be issued by pay and display meters;
(iv) the interval before a vehicle may again be left in a parking place after the expiration of the period for which the initial charge was incurred would be 2 hours.

4. The general effect of the “Restriction of Stopping on Bus Stops” Order would be to amend the Brent (Restriction of Stopping on Bus Stops) (No 3) Order 1999 so that the restrictions on stopping by vehicles imposed by that Order would apply “at any time” in the lengths of street specified in Schedule 3 to this notice.
5. The prohibition referred to in sub-paragraph 4 above would not apply to anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police.
6. The general effect of the “Waiting and Loading Restrictions” Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time (mainly at junctions) or between 8.00 am and 6.30 pm Mondays to Saturdays in certain lengths of the streets specified in Schedule 4 to this notice;
(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 am and 6.30 pm throughout the week and between 11.00 am and 6.30 pm Mondays to Saturdays in certain lengths of the streets specified in Schedule 4 to this notice;
(c) the sale or offer for sale of goods from a vehicle would be prohibited unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, would be prohibited.
(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of street specified in Scedule 4 to this notice, woud be revoked.

7. The prohibitions referred to in paragraph 6(a) and (b) above would not apply to anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, eg the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue/Orange Badge” would apply.
8. The general effect of the “Prescribed Route” Order would be to prohibit all vehicles except pedal cycles from entering, proceeding or waiting in the cycle tracks to be situated in Kingsury Road, the south side, between Old Kenton Lane, its north-western extremity and Manor Close and between Nos 553 Kingsbury Road and Fryent Way.
9. The Council propose to install Speed Tables under section 90 A-F of the Highways Act 1980 in Kingsbury Road generally opposite Nos 453, 515 and 563 and at its junctions with Berkeley Road, Brampton Road, Manor Close, Valley Drive, the service road adjacent Nos 467 and 469 Kinsbury Road, the service road adjacent Nos 499 and 501 Kingsbury Road and the access road leading to the Kingsbury Veterans Club and also generally opposite Nos 559, 573 and 650 in the service roads fronting Nos 543 to 573 and Nos 644 to 660 Kingsbury Road.
10. A copy of each of the proposed Orders, of a map of the relevant area, of the above-mentioned Orders of 1979, 1999 and 2001 (and of the Orders which have amended that Order) and of the Council’ statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this notice is published at:

(a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and
(b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ.
