THE A74 TRUNK ROAD CARLISLE TO GRETNA (MOSSBAND VIADUCT REPLACEMENT) (SIDE ROADS) ORDER 20

The Secretary of State for Transport hereby gives notice that he proposes to make the following Orders:
1. An Order under sections 10 and 41 of the Highways Act 1980 which will:

(1) provide that roads which he proposes to construct along the following routes shall become trunk roads from the date when the Order comes into force:

(a) a route (“the main route”) about 1,750 metres in length from a point on the existing A74 Trunk Road 350 metres north of the southbound access to Mossband Hall in the county of Cumbria returning to a point on the existing A74 Trunk Road 435 metres north of the southbound access to the Metal Bridge Inn.

2. An Order under sections 14 and 125 of the Highways Act 1980, in relation to the new Trunk Road to be constructed by him in the district of Carlisle in the county of Cumbria, which will:

(1) authorise him to:

(a) improve highways,
(b) stop up highways,
(c) construct new highways,
(d) stop up private means of access to premises, and
(e) provide new means of access to premises, all in the vicinity of the new road on the main route; and

(2) provide for the transfer of each new highway to Cumbria County Council as highway authority as from the date on which he notifies them that it has been completed and is open for traffic.
Copies of each draft Order and the plans referred to in it, and of the environmental statement which the Secretary of State has published in relation to the construction of the new highways and the improvement of existing highways referred to in the draft Orders numbered 1 and 2 above, may be inspected, free of charge, at all reasonable hours from 13 March 2003 until 13 June 2003, or within 13 weeks from the date of first publication of this notice if that period expires later, at the Highways Agency, Information Point, Ground Floor, Romney House, 43 Marsham Street, London SW1P 3HW; at the offices of the Highways Agency, Operations Directorate, Room 803, Sunley Tower, Piccadilly Plaza, Manchester M1 4BE; of Cumbria County Council, Reception Point, The Courts, Carlisle CA3 8NA, and of Carlisle City Council, 7th Floor Reception, Civic Centre, Carlisle CA3 8QG; and at the Gretna Library, The Richard Greenhow Centre, Central Avenue, Gretna, Dumfriesshire DG16 5AQ and Carlisle Library, 11 Globe Lane, Carlisle, Cumbria CA3 8NX.
Any person may object to the making of any of these Orders not later than 16 June 2003, or within 13 weeks from the date of first publication of this notice if that time expires later, by notice to the Secretary of State at the offices of the Highways Agency, Operations Directorate, Room 803, Sunley Tower, Piccadilly Plaza, Manchester M1 4BE, quoting Ref HA 65/2/89 and stating the grounds of objection. In the preparation of an objection and the statement of grounds of objection it should be borne in mind that the substance of any objection or representation may be communicated to other people who may be affected by it.
