JONATHAN STREET, ORSETT STREET AND VAUXHALL STREET CHANGES TO PARKING PLACES AND WAITING AND LOADING RESTRICTIONS AND PROVISION OF NEW LOADING BAYS

1. Notice is hereby given that Lambeth Borough Council, on 13 March 2003, made the Lambeth (Kennington) (Parking Places) (No 1) Order 2003, the Lambeth (Loading Bays) (No 1) Order 2003 and the Lambeth (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 61) Order 2003 under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 17 March 2003. 2. The general nature and effect of Orders will be: (a) to provide that a parking place in Vauxhall Street which is currently only for the use of residents’, business, visitors’, trade and teachers’ permit holders will also be for use by the pay and display method for maximum periods of 4 hours; (b) to shorten a certain parking place in Jonathan Street which is for the use of residents’, business, visitors’, trade and teachers’ permit holders; (c) to shorten a certain 4 hour pay and display parking place and lengthen another in Vauxhall Street; (d) to provide that the charge for the use of the parking places by the pay and display method will be at the rate of 50 pence for 10 minutes (£3 per hour) for a maximum stay of 4 hours with no return to the parking place within 1 hour of leaving it; (e) to provide that the charges for permits will be as follows: for residents’ permits for vehicles other than motorcycles—£8.75, £16.25, £27.50 and £50 for 1, 3, 6 and 12 months respectively and for motorcycles—£11, £17 and £29 for 3, 6 and 12 months respectively, for business permits and teachers’ permits—£255 for 12 months, for visitors’ permits—£2 per day and for trade permits—£12.50 per day for up to 4 permits purchased at any one time or £10 per day for 5 or more permits purchased at any one time; (f) to provide that the parking places will operate between 8.30 am and 6.30 pm on Mondays to Fridays inclusive (any such day not being Christmas Day, Good Friday or a Bank Holiday); (g) to introduce two loading bays in Jonathan Street which may be used between 8.30 am and 6.30 pm on Mondays to Fridays inclusive for the purpose only of loading or unloading vehicles for maximum periods of 30 minutes, with no return to the loading bay within 2 hours of leaving it; (h) to change the existing prohibitions on waiting by vehicles in certain lengths of Jonathan Street, Orsett Street and Vauxhall Street so that waiting by vehicles (including waiting for the purpose of loading or unloading a vehicle) in those lengths of streets will be prohibited at any time. 3. If you have any enquiries about this matter, please telephone the Council’s Transport and Highways Group during normal office hours on 0207 926 2208. 4. Documents giving more detailed particulars of the Orders are available for inspection during normal office hours until the last day of a period of 6 weeks beginning with the date on which the Orders are made, at the offices of the Transport and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, Brixton, London SW9 9SP. 5. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any Instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
