1. Notice is hereby given that the Council of the London Borough of Havering, hereinafter called the Council, propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part V of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the Orders would be to: (a) include Astor Avenue into the Burlington Controlled Parking Zone with waiting restrictions operative between 8.00 am and 8.00 pm on Mondays to Saturdays and provide Residents Parking Places on the north side, as specified in Schedule 1 to this notice; (b) replace Parking Meter Bays on the north-west side of Queen Street with Residents Parking Places operative “at any time” within the St Andrews Controlled Parking Zone, as specified in Schedule 2 to this notice; (c) shorten part of the Residents Parking Place outside St Andrews Parish Centre, St Andrews Road and provide a Disk Parking Place with a maximum parking period of 4 hours on the length specified in Schedule 3 to this notice; (d) convert the following Disc Parking Places from a maximum parking period of 1 hour to a maximum parking period of 4 hours: (i) on the west side of Cotleigh Road, alongside Verity House; (ii) on the south side of London Road (between Norfolk Road and Cromer Road); (e) provide a Disc Parking Place with a maximum parking period of 4 hours on the south side of London Road as specified in Schedule 4 to this notice; (f) impose waiting restrictions operative between 8.00 am and 8.00 pm on Mondays to Saturdays inclusive on the south side of the Spring Gardens Industrial Estate Road as specified in Schedule 5 to this notice; (g) remove the waiting restrictions operative between 8.00 am and 8.00 pm on Mondays to Saturdays on the north side of Spring Gardens Industrial Estate Road (the existing waiting restrictions on the whole of the turning head situated at its eastern extremity will remain). 3. Copies of the proposed Orders, of the Orders being amended, together with the Council’s statement of reasons for proposing to make the Orders and plans showing the locations and effects of the Orders can be inspected until the end of 6 weeks from the date on which the Orders are made or as the case may be, the Council decides not to make the Orders, during normal office hours on Mondays to Fridays inclusive at the Building and Technical Services Reception, Whitworth Centre, Noak Hill Road, Harold Hill, Romford, Essex RM3 7YA. 4. Any person desiring to object to the proposed Orders or make other representation should send a statement in writing of either their objection or representations and the grounds thereof to the Technical Services Manager at the address given in the above paragraph to arrive by 4 April 2003. Schedule 2 Queen Street, the north side, from a point 5 metres north-east of the south-western flank wall of Nos 18-24 Queen Street extending north-eastward for a distance of 62 metres. Schedule 3 St Andrews Road, the south-west side, from the common boundary of Nos 2 and 4 St Andrews Road extending south-eastward for a distance of 22 metres. Schedule 4 London Road, the south side, from a point 8 metres west of the western kerbline of The Squires extending westward for a distance of 22 metres. Schedule 5 Spring Gardens, Industrial Estate Road, the south side, from a point 40 metres east of the eastern kerbline of Spring Gardens extending eastward for a distance of 35 metres. 14 March 2003.
