RICHMOND ROAD AND ADJACENT SIDE ROADS

1. Notice is hereby given that the Council of the Royal Borough of Kingston upon Thames on 10 March 2003, made the following Orders unders sections 6 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985: (a) the Kingston upon Thames (Waiting and Loading Restriction) (Special Parking Area) (Amendment No 2/2003) Traffic Order 2003; and (b) the Kingston upon Thames (Bus Stop Clearway) (Special Parking Area) (No 1) (Amendment No 4) Traffic Order 2003. 2. The general effect of the Orders, which will come into force on 17 March 2003, will be to: (a) introduce waiting restrictions, operating between 7.00 am and 7.00 pm throughout the week, and loading restrictions, operating between 7.00 am and 10.00 am and between 4.00 pm and 7.00 pm on Mondays to Saturdays in: Richmond Road, between Kings Road and the boundary of the London Borough of Richmond upon Thames; Dukes Avenue, between Richmond Road and Northweald Lane; Horsley Drive, extending 18 metres westward from Richmond Road; Kings Road, between Richmond Road and the common boundary of Nos 26 and 28 Kings Road; Lower Ham Road, extending 38 metres westward from Richmond Road; Lower Kings Road, extending 18 metres westward from Richmond Road, (loading restrictions will only apply on the north side); Tudor Drive, between Richmond Road and the common boundary of Nos 2 and 2 a Tudor Drive (on the south side) and the common boundary of Nos 3 and 5 (on the north side). Waiting restrictions only will also be extended, by 18 metres, into certain side roads adjacent to the length of Richmond Road referred to above. (b) prohibit vehicles (except buses) from stopping “at any time” at the bus stop clearways at the following locations: Richmond Road, outside Nos 196-202; outside Fern Hill Primary School; outside Tiffin Girls School; adjacent to the Fire Station; outside Nos 149-159; outside the garage north of Albany Park Road; outside Nos 265-271 and outside Nos 2-4 Brough Close; Kingsgate Road, opposite Walter Street. Please note that the introduction of bus stop clearways outside Nos 42-42 a and outside Nos 100-102 Richmond Road, as advertised on 12 July 2002, has been abandoned. Proposals of the revised position of clearways at these locations were advertised on 24 January 2003. 3. The Orders and other documents giving more detailed particulars of the Orders, including plans showing their location and effect, are available for inspection until 28 April 2003 at: The 2nd Floor Reception Area, Guildhall 2, Kingston upon Thames KT1 1EU, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive; Kingston Library, Fairfield Road, Kingston, during normal opening hours; and Tudor Drive Library, Tudor Drive, Kingston, during normal opening hours. 4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders, may make application for the purpose to the High Court by 28 April 2003.
