MOTCOMB STREET

1. Notice is hereby given that Westminister City Council, on 12 March 2003, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, in connection with the introduction of an environmental improvement scheme in Motcomb Street. 2. The general effect of the Prescribed Route Order will be to impose one-way working for vehicular traffic in Motcomb Street, between Kinnerton Street and Lowndes Street, in a north-east to south-west direction. 3. The general effect of the Parking Places Order will be to: (a) relocate the 2-hour metered parking places from the north-west side of Motcomb Street to the south-east side; (b) provide that the classes of vehicles for which the parking places will be available, the charges for their use, the hours of operation, etc, will remain unchanged. 4. The general effect of the Waiting and Loading Restriction Order will be further to amend the City of Westminster (Waiting and Loading Restriction) (No 1) Order 2002, so that in the lengths of Motcomb Street specified in the Schedule to this notice: (a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited “at any time”; (b) waiting by vehicles for more than 20 minutes in the same place for the purpose of delivering or collecting goods or loading or unloading a vehicle will be prohibited between 11.00 am and 6.30 pm throughout the week. 5. The general effect of the Goods Vehicle Loading Bays Order will be to: (a) designate goods vehicle loading bays on the south-east side of Motcomb Street; (b) provide that the goods vehicle loading bays: (i) may be used by goods vehicles for the purpose of loading and unloading or delivering and collecting goods for a maximum continuous period of 30 minutes with return to the loading bays prohibited for one hour; (ii) will operate between 8.30 am and 6.30 pm on Mondays to Fridays inclusive. 6. The Orders, which will come into force for the purposes of the placing of traffic signs etc on 14 March 2003, and for all other purposes on 17 March 2003; and other documents giving more detailed particulars of the Order are available for inspection between 9.00 am and 5.00 pm on Mondays to Fridays inclusive at Parkman Ltd, Mountbarrow House, 6-20 Elizabeth Street, London SW1W 9RB, until 23 April 2003. 7. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may make application for the purpose to the High Court by 23 April 2003. Schedule Motcomb Street (a) the north-west side, between the north-eastern kerbline of Lowndes Street and a point 2.6 metres north-east of the north-eastern kerbline of Kinnerton Street. (b) the south-east side: (i) between the north-eastern kerbline of Lowndes Street and a point 10.5 metres north-east of that kerbline; (ii) between a point 18 metres south-west of the south-western kerbline of the unnamed road which lies adjacent to No 28 Motcomb Street and a point 3.7 metres north-east of the north-eastern kerbline of that unnamed road; (iii) between a point 12.9 metres south-west of the south-western kerbline of Halkin Mews and a point 24.6 metres south-west of that kerbline. 13 March 2003.
