THE HARROW (WAITING AND LOADING RESTRICTION) (AMENDMENT NO 152) ORDER
THE HARROW (PARKING PLACES) (AMENDMENT NO 15) TRAFFIC ORDER 2003

1. Notice is hereby given that the Council of the London Borough of Harrow, on 10 March 2003, made the above-mentioned Orders under sections 6, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and all other enabling powers. 2. The general effect of the Orders will be to provide a new Controlled Parking Zone (Zone “S”) to the east of the existing Central Harrow Controlled Zones. The zone will include the parts of Flambard Road and Gerard Road not in the existing Zone F, parts of the northern and southern ends of Woodway Crescent and all of Elmwood Avenue and Hawthorne Avenue. The north side of Kenton Road between Blenheim Court and the railway line at Kenton Station will also be in the zone for issuing of permits although there will not be parking bays in this road. There has been some reduction in the number of spaces provided and some lengths of roads within the zone as a result of the formal consultation in August 2002. 3. The zone will operate Mondays to Fridays between 11.00 am and 12.00 noon. Parking places will be provided for residents and visitors during the hour of operation of the zone. The existing Pay and Display in Kenton Road west of the railway will not be included in this zone. However, the previous Pay and Display at the southern end of Elmwood Avenue will be converted to shared use by either resident or resident visitor permit holders or by pay and display, at the same charges as for the pay and display bays in the area. The shared use bays will be in operation Monday to Saturday 8.00 am to 6.30 pm. 4. Resident permits will be available for residents in the zone. Resident parking spaces will be provided in the roads listed in Schedule 1 to this notice. Roads where residents will be allowed to purchase resident or resident visitor permits are listed in Schedule 2 to this notice. 5. Charges for the various uses of parking places are given in Schedules 3 and 4 below. 6. The general effect of the Waiting and Loading Amendment Order will be to introduce new or vary existing waiting and loading restrictions, so that: (a) in the length of street specified in Column 1 of Schedule 5 to this notice between the times specified in Column 2 waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle subject to paragraph 6(b) below) will be prohibited; (b) in the lengths of streets specified in Column 1 of Schedule 6 to this notice between the times specified in Column 2 waiting by vehicles for the purpose of loading or unloading a vehicle will be prohibited. 7. The prohibitions referred to in paragraph 6 above will not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or in certain circumstances, eg, the picking up or setting down of passengers; the carrying out of statutory powers or duties; etc. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Orange of Blue Badge” will apply. 8. The general effect of the Parking Places Amendment Order will be to provide the necessary parking places within the zone and to control their use. 9. A copy of the Orders, which will come into operation on 17 March 2003, and documents giving more particulars of the Orders are available for inspection, during normal office hours on Mondays to Fridays inclusive until 22 April 2003, the end of 6 weeks from the date on which the Order was made, in the Environmental Information Centre at the address below. 10. If any person wishes to question the validity of the Orders or of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any Instrument made under the Act has not been complied with, that person may, within 6 weeks of the date on which the Order is made, apply for the purpose to the High Court. 1. The initial charge for a parking place listed in Table 1 shall be: 20p per half hour or part half hour
2. The maximum period of stay shall be: 2 hours
3. The permitted coinage shall be coins of the following denomination: 5p, 10p, 20p, 50p, £1 and £2
