1. Notice is hereby given that the London Borough of Merton, after consulting the Commissioner of Police of the Metropolis, have made the above-mentioned Orders under sections 6, 45, 46 and 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. The Orders were made on 12 March 2003, and shall become operational on 28 April 2003. 2. The general effect of the Orders are: (a) to introduce waiting restrictions operating at the times indicated in the roads specified in Schedule 1 to this notice; (b) to introduce permit-holder bays in the roads detailed in Schedule 2 to this notice; (c) to introduce shared use bays operating at the times indicated in the roads specified in Schedule 3 to this notice; (d) to introduce a minibus only bay, operating between 8.30 am and 6.30 pm, Monday to Saturday in the road detailed in Schedule 4 to this notice. 3. Nothing in these Orders will apply to anything done with the permission or at the direction of a police constable in uniform. 4. Exemptions to 2(a) above are provided in the Order to permit vehicles to wait: (a) to enable passengers to board or alight and to load or unload their personal baggage; (b) or up to 20 minutes for the purpose of delivering and collecting goods or loading/unloading the vehicles at premises adjacent to the street; (c) if they are being used to maintain the road or the services therein or by local authorities or the Post Office in pursuance to statutory powers and duties. 5. A copy of the Orders, plans identifying the areas affected by the Orders and the Council’s statement of reasons for making the Orders can be inspected during the Council’s normal office hours, Mondays to Fridays, at the main reception, Merton Civic Centre, London Road, Morden, Surrey. 6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act, or of any Instrument made under it has not been complied with in relation to the Orders, may, within 6 weeks from the date which the Orders were made, apply to the High Court for this purpose.
