BEDFONT ROAD AND CHERTSEY ROAD, FELTHAM

1. Notice is hereby given that the Council of the London Borough of Hounslow proposes to make the following Orders: (a) the Hounslow (Waiting and Loading Restriction) (Amendment No   ) Order 200  under sections 6 and 124 of and Part IV of Schedule 9 to the aforementioned Act of 1984 and the Road Traffic Act 1991; (b) the Hounslow (Prescribed Routes) (No  ) Traffic Order 200  under section 6 of the Road Traffic Regulation Act 1984; and (c) the Hounslow (Speed Limits) (No  ) Traffic Order 200  under sections 81 and 84 of the Road Traffic Regulation Act 1984. 2. The general effect of the Waiting and Loading Restriction Order would be to further amend the Hounslow (Waiting and Loading Restriction) Order 1977 so that: (a) (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited “at any time” throughout the week in the streets or parts of streets specified in Schedule 1 to this notice; (ii) waiting by vehicles including for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited “at any time” throughout the week in the street or parts of streets specified in Schedule 2 to this notice; (b) waiting by vehicles for the purposes of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 am and 6.30 pm on Mondays to Saturdays in the streets or parts of streets referred to in sub-paragraph 2(a)(ii) above; (c) the sale or offer for sale of goods from a vehicle in the streets or parts of streets referreed to in sub-paragraph 2(a) above would be prohibited unless there is in force a valid licence issued by the Hounslow Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is affected. 3. The prohibitions referred to in paragraph 2(a) and (b) above, would not apply in respect of anything done with the permission or at the direction of a parking attendant or a police constable in uniform or in certain circumstances, e.g., the picking-up or setting-down of passengers, the carrying out of statutory powers or duties, the taking in of petrol, etc., from roadside petrol stations, to licensed street traders etc. The usual exemption relating to vehicles displaying a disabled persons “Orange or Blue Badge” would apply. 4. The general effect of Prescribed Routes Order would be to prohibit vehicles from making “U” turns at the newly constructed traffic signal junction of Bedfont Lane with Chertsey Road. 5. The general effect of the Speed Limits Order would be: (a) to impose a speed limit of 40 mph in the length of Bedfont Road between its junction with Staines Road at Clockhouse Roundabout and a point 75.00 metres north-west of the north-western kerb-line of the newly constructed Chertsey Road; (b) to impose a speed limit of 30 mph in the length of Bedfont Road between a point 75.00 metres north-west of the north-western kerbline of the newly constructed Chertsey Road and its junction with St Dunstans Road. 6. Under section 23 of the Road Traffic Regulation Act 1984, the Council intends to provide a traffic signal controlled Toucan pedestrian crossing in the newly constructed length of Chertsey Road approximately 50.00 metres north of its junction with Elvedon Road. 7. A copy of the proposed Orders, of the above-mentioned Order of 1977 (and of the Orders which have amended that Order) of the Councils statement of reasons for proposing to make the Orders and of a map which indicates the lengths of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 21 days from the date on which this notice is published in the Street Management and Public Protection Reception Area at The Civic Centre, Lampton Road, Hounslow TW3 4DN. 8. Further information may be obtained by telephoning the Street Management and Public Protection Department on 020 8583 4858. 9. Any person wishing to object to the proposed Orders or to the proposed pedestrian facility should send a statement in writing stating the grounds of the objection to the Head of Street Management and Public Protection, London Borough of Hounslow, Civic Centre, Lampton Road, Hounslow TW3 4DN quoting the reference TR/DN/838, to be received by no later than Friday, 4 April 2003. Chertsey Road, Feltham (the newly constructed link between Ashford Road and Bedfont Road) between the south-western kerbline of Bedfont Road and a point 40.00 metres south-west of that kerbline. Redford Close, Feltham between the north-eastern kerbline of Bedfont Lane and point 34.00 metres north-east of that kerbline. Schedule 2 (Proposed no waiting/no loading or unloading “at any time” throughout the week) Chertsey Road, Feltham (the newly constructed link between Ashford Road and Bedfont Road) from a point 34.00 metres north of the northern kerbline of the road to be known as Elvedon Road northwards for a distance of 45.00 metres. 12 March 2003.
