SHERNHALL STREET, LONDON E17—PROPOSED TRAFFIC CALMING AND SAFETY SCHEME

1. Notice is hereby given that the Council of the London Borough of Waltham Forest (hereinafter called “the Council”) propose to make the above-mentioned Orders under sections 6, 84(1) and (2) and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Orders would be: (a) in respect of the Speed Limit Order to impose a maximum speed limit of 20 miles per hour for motor vehicles on the length of Shernhall Street specified in Schedule 1 to this notice; (b) in respect of the Waiting and Loading Restriction Amendment Order to further amend the Waltham Forest (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the parts of streets specified or referred to in Schedule 2 to this notice. Note : Any existing 8 am to 4 pm waiting restrictions on Mondays to Fridays inclusive in Shernhall Street not proposed as at any time operation, would cease to apply. (c) In respect of the Prohibition of Stopping Outside Schools Order to further amend the Waltham Forest (Prohibition of Stopping Outside Schools) Traffic Order 1996 so that the existing mandatory school keep clear markings in Addison Road, London E17 and Wilson Street, London E17, which prohibit vehicles from stopping between 8 am and 4 pm on Mondays to Fridays inclusive during school term time would be re-designated over slightly different lengths. The new markings would be as described in Schedule 3 to this notice; and (d) in respect of the Bus Stop Clearways Order to further amend the Waltham Forest (Bus Stop Clearways) (No 1) Traffic Order 2001 so as to designate bus stop clearways in the parts of Shernhall Street, London E17 specified in Schedule 4 to this notice where all vehicles except buses would be prohibited from stopping at all times. Note : These bus stop clearways would incorporate two existing clearways in Shernhall Street which currently operate between 7 am and 7 pm throughout the week and which are re-designated over slightly different areas. 3. Further notice is hereby given that the Council propose to construct speed tables and speed cushions to control the speed of vehicles, under sections 90A to 901 of the Highways Act 1980 and in accordance with the provisions of the Highways (Road Humps) Regulations 1999 and the Highways (Traffic Calming) Regulations 1999 as follows: (a) The speed tables at the following locations would be constructed as part of entry treatments would be of flat top design and would not be more than 100 millimetres at their highest points: (i) Addison Road at its junction with Shernhall Street; (ii) Greville Road at its junction with Shernhall Street, with accompanying kerb build outs on one side of the road; (iii) Maynard Road at its junction with Shernhall Street, with accompanying kerb build outs on both sides of the road; (iv) Oliver Road at its junction with Shernhall Street; (b) the speed cushions at the following locations in Shernhall Street would be constructed two abreast, one of each side of the carriageway, would be of flat top design and would not be more than 75 millimetres at their highest point and would be 1.6 metres in length and 2 metres wide, outside No 107; outside Nos 119-121, outside No 141 and outside Nos 2 to 12 St Mark’s House. 4. Further notice is hereby given that the Council intend to provide two pelican crossings on raised speed tables in Shernhall Street, one outside Shernhall Methodist Church and the other outside Nos 2 to 12 Emberson House, under section 23 of the Road Traffic Regulation Act 1984 (note: as part of the pelican crossings, zig-zag markings would be laid on both sides of Shernhall Road either side of the crossings, extending approximately from the centre line of Oliver Road to the south-eastern boundary of No 173 Shernhall Road in the first case and from the south-eastern wall of No 153 Shernhall Street to the western wall of Nos 2 to 12 St Mark’s House in the second case. The general effect of the zig-zags markings would be to prohibit all vehicles from stopping on the markings, for any reason). 5. A copy of each of the Orders, of the above-mentioned Orders of 1977, 1996 and 2001 (and of the Orders which have amended those Orders, where applicable), of the council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effects of the Orders and the speed cushions, speed tables and pelican crossings can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders are made, or as the case may be, the council decides not to make the orders at (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford, London E4; and (c) The First Stop Office, Leyton Municpal Offices, High Road, Leyton, London E10. 6. Any person desiring to object to any of the proposed Orders, speed cushions, speed tables or pelican crossings or make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to the Council’s agents in this matter, The Project Centre Ltd, 14 b St Cross Street, London EC1N 8XA, quoting Ref PCL/DF/LB30/83411 by 3 April 2003. Schedule 2 ( New waiting restrictions to apply at any time ) Addison Road, London E17 (a) the north-west side (i) between a point 25 metres south-west of the south-western kerbline of the south-western arm of Ravenswood Road and a point 8 metres north-east of the north-eastern kerbline of the south-western arm of Ravenswood Road; (ii) between a point 8 metres south-west of the south-western kerbline of the north-eastern arm of Ravenswood Road and a point 8 metres north-east of the north-eastern kerbline of the north-eastern arm of Ravenswood Road; (iii) between a point 17.5 metres north-east of the common boundary of Nos 39 and 41 Addison Road and its junction with Shernhall Street; (b) the south-east side (i) between a point 2 metres south-west of the south-western kerbline of Comely Bank Road and a point 4.5 metres north-east of the north-eastern kerb-line of Comely Bank Road; (ii) between a point 8 metres south-west of the south-western kerbline of Wilson Street and a point 8 metres north-east of the north-eastern kerbline of Wilson Street; (iii) between a point 21.56 metres north-east of the common boundary of Nos 39 and 41 Addison Road and its junction with Shernhall Street.
