THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 4) ORDER 2003
BRACKEN GARDENS, BARNES

1. The Council of the London Borough of Richmond upon Thames, on 17 February 2003, made the above-mentioned Orders under sections 45, 46, 48, 51 and 124 of, and Part III and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and the Road Traffic Act 1991. 2. The general effect of the Orders will be to introduce revised hours of control in the Bracken Gardens controlled parking zone and introduce 4 meter spaces in place of residents parking spaces near the entrance to the road. The sole effect of these Orders (subject to paragraph 4 below) is to reproduce and continue in force indefinitely the provisions of The London Borough of Richmond upon Thames Miscellaneous Streets (Parking Places) (Experimental Order 2001) (2001/48) and The London Borough of Richmond upon Thames (Waiting and Loading Restriction) (Experimental) (No 2) Order 2001 (2001/51). 3. The effect of these Orders will be to: (a) amend the hours of control to between 8.00 am and 6.30 pm on Mondays to Saturdays inclusive (Christmas Day, Good Friday and Bank Holidays excepted); (b) redesignate part of the parking place in Bracken Gardens, Barnes, along the flank frontage of No 44 Church Road as a 4-hour meter parking place; (c) specify in respect of the parking meter bays, that passenger vehicles (12 passenger seats or less), goods carrying vehicles, motor cycles and invalid carriages may be left therein on payment of the relevant charge; (d) specify that the charges for parking in Bracken Gardens are: £21 for 3 months, £36 for 6 months, £60 for 12 months and £114 for 24 months in respect of resident’s parking permits; 60p per hour in respect of meter or ticket machine parking bays and £9.00 (£4.50 for residents aged 60 or over) for a book of 10 half-day resident visitor permits. (e) amend the waiting restrictions in Bracken Gardens to operate between the hours of 8.00 am and 6.30 pm on Mondays to Saturdays inclusive. 4. The Waiting and Loading Restriction Order additionally reproduces and continues in force indefinitely the provision of other experimental Orders (namely 2001/50, 2001/52 and 2001/53), notice of which is given separately. 5. Copies of the Orders, which will come into operation on 28 February 2003, and the Council’s statement of reasons for making the Orders can be inspected for a period of 6 weeks from the date of this notice at: (a) Civic Centre, 44 York Street, Twickenham TW1 3BZ, between 9.15 am and 5.00 pm on Mondays to Fridays, and (b)  Castelnau Library during opening hours. 6. Copies of the Orders may be purchased from Enviroment Planning and Review, Civic Centre, 44 York Street, Twickenham TW1 3BZ. 7. If any person wishes to question the validity of the Orders or any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984, or of any Instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
