THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 4) ORDER 2003

1. The Council of the London Borough of Richmond upon Thames on 17 February 2003 made the above-mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and the Road Traffic Act 1991. 2. The general effect of the Orders will be to introduce the extension of the North Barnes controlled parking zone to Melville Road and an extra length of Ellerton Road, Barnes.The sole effect of these Orders (subject to paragraph 4 below) is to reproduce and continue in force indefinitely the provisions of The London Borough of Richmond upon Thames North Barnes (Parking Places) (Experimental) (No 1) Order 2001 (2001/49) and The London Borough of Richmond upon Thames (Waiting and Loading Restriction) (Experimental) (No 3) Order 2001 (2001/52). 3. The effect of the Orders will be to: (a) introduce parking controls between 10.00 am and 12.00 noon on Mondays to Fridays inclusive; (b) designate parking places for resident, resident visitor or business permit holders in both roads; (c) redesignate residents parking spaces in Washington Road and in Glentham Road for the use of visitors, free of charge, subject to a maximum stay of one hour with no return within one hour; (d) specify that passenger vehicles (12 passenger seats or less) or goods carrying vehicles not more than 2.28 metres in height and less than 5.25 metres in length, motorcycles or invalid carriages displaying a valid residents or residents’ visitors permit issued by the Council, or passenger vehicles or goods carrying vehicles not more than 2.5 metres in height and less than 5.25 metres in length or motorcycles displaying a valid business permit issued by the Council may be left in the designated parking places in these roads; (e) specify that the charges for parking in the zone are: £12.25 for 3 months, £21 for 6 months, £35 for 12 months and £66 for 24 months in respect of resident’s parking permits; £35 for 3 months, £70 for 6 months, £140 for 12 months in respect of an initial business permit and £52.50 for 3 months, £105 for 6 months and £210 for 12 months in respect of subsequent business permits; £9 (£4.50 for residents aged 60 or over) for a book of 10 half-day resident visitor permits; (f) specify that motorcycles may park, free of charge, in the permit holder parking places; and (g) introduce waiting restrictions to operate between the hours of 10.00 am and 12.00 noon on Mondays to Fridays inclusive. 4. The Waiting and Loading Restriction Order additionally reproduces and continues in force indefinitely the provisions of other experimental Orders (namely 2001/50, 2001/51 and 2001/53), notice of which is given separately. 5. Copies of the Orders, which will come into operation on 28 February 2003, and the Council’s statement of reasons for making the Orders can be inspected for a period of 6 weeks from the date of this notice at: (a) Civic Centre, 44 York Street, Twickenham TW1 3BZ between 9.15 am and 5.00 pm on Mondays to Fridays, and (b) Castelnau Library during opening hours. 6. Copies of the Orders may be purchased from Environment Planning and Review, Civic Centre, 44 York Street, Twickenham TW1 3BZ. 7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
