NO 1) ORDER 2003
THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 4) ORDER 2003

1. The Council of the London Borough of Richmond upon Thames on 17 February 2003, made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and the Road Traffic Act 1991.
2. The general effect of the Orders will be to introduce an extension and amendments to the Central Barnes controlled parking zone. The sole effect of the Orders (subject to paragraph 4 below) is to reproduce and continue in force indefinitely the provisions of The London Borough of Richmond upon Thames (Central Barnes) (Parking Places) (Experimental) (No 1) Order 2001 (2001/47) and The London Borough of Richmond upon Thames (Waiting and Loading Restriction) (Experimental) (No 1) Order 2001 (2001/50).
3. The effect of the Orders will be to:

(a) extend the controlled parking zone to the uncontrolled part of Church Road between Station Road and the current zone boundary;
(b) amend the hours of control to 8.00 am to 6.30 pm on Mondays to Saturdays (inclusive) (Christmas Day, Good Friday and Bank Holidays excepted);
(c) designate parking places for resident or resident visitor permit holders outside Nos 22-42 and Nos 25-35 Church Road, and to redesignate the parking place along the flank frontage of No 1 Ranelagh Avenue as a residents’ parking place;
(d) designate pay and display parking places in Church Road eastwards of No 55, opposite Nos 67-83 and opposite Nos 45-47 Church Road;
(e) designate shared-use parking places for resident or resident visitor permit holders or four-hour pay and display parking opposite Nos 25-35 Church Road;
(f) designate shared-use parking places for resident or resident visitor permit holders or two-hour pay and display parking opposite Nos 2-8 Ranelagh Avenue;
(g) specify in respect of the parking meter and ticket machine parking places, that passenger vehicles (12 passenger seats or less), goods carrying vehicles, motor cycles and invalid carriages may be left therein on payment of the relevant charge.
(h) specify in respect of the resident parking places, that passenger vehicles (12 passenger seats or less) or goods carrying vehicles not more than 2.28 metres in height and less than 5.25 metres in length, motorcycles or invalid carriages may be left therein on display of a valid residents’ or residents’ visitors permit issued by the Council;
(i) specify in respect of the business parking places, that passenger vehicles (12 seats or less) or goods carrying vehicles not more than 2.5 metres in height and less than 5.25 metres in length or motor cycles may be left therein on display of a valid business permit issued by the Council;
(j) specify that the charges for parking in the Central Barnes Zone are: £21 for 3 months, £36 for 6 months, £60 for 12 months and £114 for 24 months in respect of resident’s parking permits; £60 for 3 months, £120 for 6 months, £240 for 12 months in respect of an initial business permit and £90 for 3 months, £180 for 6 months, £360 for 12 months in respect of subsequent business permits; 60p per hour in respect of meter or ticket machine parking bays and £9.00 (£4.50 for residents aged 60 or over) for a book of 10 half-day resident visitor permits.
(k) specify that motor cycles may park free of charge in resident or resident visitor permit holder, shared-use or ticket machine parking spaces;
(l) amend and extend waiting restrictions in Church Road, Barnes, so that all lengths not covered by double yellow line restrictions are restricted between 8.00 am and 6.30 pm on Mondays to Saturdays inclusive; and
(m) introduce lengths of double yellow line waiting restrictions applicable at any time around the island at the junction of Church Road and Grange Road and in Church Road opposite Glebe Road.

4. The Waiting and Loading Restriction Order additionally reproduces and continues in force indefinitely the provisions of other experimental Orders (namely 2001/51, 2001/52, 2001/53), notice of which is given separately.
5. Copies of the Orders, which will come into operation on 28 February 2003, and the Council’s statement of reasons for making the Orders can be inspected for a period of 6 weeks from the date of this Notice at:

(a) Civic Centre, 44 York Street, Twickenham TW1 3BZ, between 9.15 am and 5.00 pm on Mondays to Fridays, and
(b) Castelnau Library, during opening hours.

6. Copies of the Orders may be purchased from Environment Planning and Review, Civic Centre, 44 York Street, Twickenham TW1 3BZ.
7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
