1. Notice is hereby given that Westminster City Council, on 5 March 2003, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Orders would be, on the north-east side of Waterloo Place, to: (a) alter the layout of certain 2-hour metered parking bays to 60 echelon parking; (b) relocate the diplomatic parking bays; (c) introduce double yellow line “at any time” waiting restrictions (from a point 18 metres north-west of the north-western kerbline of Pall Mall north-westward for 21 metres). 3. The Order will come into force for the purpose of placing traffic signs etc on 7 March 2003 and into force for all other purposes on 10 March 2003. 4. The Order and other documents giving more detailed particulars of the Order are available for inspection, between 9.00 am and 5.00 pm on Mondays to Fridays inclusive, at Parkman Ltd., Third Floor, Mountbarrow House, 6-20 Elizabeth Street, London SW1W 9RB, until 16 April 2003. 5. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulation made thereunder has not been complied with in relation to the Order may make application for the purpose to the High Court by 16 April 2003.
