PUTNEY CONTROLLED PARKING ZONE (A6)

1. Notice is hereby given that the Council of the London Borough of Wandsworth, on 4 March 2003, made the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The Orders will continue indefinitely the parking controls introduced as an experiment by: The Wandsworth (Putney) (Parking Places) (No 3) Experimental Order 2001, as modified; and The Wandsworth (Waiting and Loading Restriction) (Special Parking Areas) (No 9) Experimental Order 2001, as modified. 3. The Orders extend the Putney controlled parking zone as follows: (a) extension of Putney sub zone A6, operating 9.30 am to 4.30 pm on Mondays to Fridays, to include the roads and lengths of road in Schedule 1 to this notice; (b) extension of Putney sub zone A6, operating 9.30 am to 10.30 am on Mondays to Fridays, to include the length of road in Schedule 2 to this notice; and (c) extension of Putney sub zone A6, operating 2.00 pm to 3.00 pm on Mondays to Fridays, to include the road and lengths of road in Schedule 3 to this notice. 4. The following provisions apply to the extended controlled parking zone: Parking places are designated on the highways specified in paragraph 2 and set out in Schedules 1 to 4 to this notice. Parking places in the roads and lengths of road included in Schedule 1 are shared use, with the maximum parking period being unrestricted for permit holders and 4 hours for pay and display. The hours of operation are 9.30 am to 4.30 pm on Mondays to Fridays. Parking places in the length of road included in Schedule 2 are for permit holders only with no restriction on the parking period. The hours of operation are 9.30 am to 10.30 am on Mondays to Fridays. Parking places in the road and lengths of road included in Schedule 3 are for permit holders only with no restriction on the parking period. The hours of operation are 2.00 pm to 3.00 pm on Mondays to Fridays. Parking places in the length of road included in Schedule 4 are pay and display only with a maximum stay of one hour. The hours of operation are 9.30 am to 4.30 pm on Mondays to Fridays. Vehicles which may be left in the parking places in roads included in Schedule 1 during the hours of operation will be either: (a) passenger vehicles (12 seats or less) and goods carrying vehicles, upon payment of the appropriate parking charge and displaying a relevant ticket issued by a ticket parking meter (pay and display), motor cycles (exempt from charge); or (b) vehicles displaying either a valid residents permit, a valid visitors’ permit appropriate to sub zone A6 or a valid business permit. Vehicles which may be left in the parking places in the lengths of road including in Schedule 2 or 3 during the hours of operation will be vehicles displaying either a valid residents permit, a valid visitors’ permit appropriate to sub zone A6 or a valid business permit. Vehicles which may be left in the parking places in the length of road included in Schedule 4 during the hours of operation will be passenger vehicles (12 seats or less) and goods carrying vehicles upon payment of the appropriate parking charge and displaying a relevant ticket issued by a ticket parking meter. The rate of charge at the ticket metered parking places in the roads and lengths of road in Schedule 1 is 60 pence per hour (50 pence per hour for holders of annual residents permits using their residents parking discount card). The rate of charge at the ticket metered parking places in the length of road in Schedule 4 is 40 pence per hour (30 pence per hour for holders of annual residents permits using their residents parking discount card). The charge for residents permits will be £17.50 (3 months), £29.00 (6 months) or £45.50 (12 months) and they will be issued to any person residing in the extended Putney A6 sub zone who is the owner of a passenger vehicle (12 seats or less) or a goods carrying vehicle. For vehicles which are electrically or gas propelled, the charge will be £10 for 12 months. The charge for business permits will be £100.00 (3 months), £175 (6 months) or £300 (12 months) and they will be issued to any person who occupies premises in the extended Putney A6 sub zone and who uses such premises for non-residential purposes or is employed in those premises and who is the owner of a vehicle of the class mentioned above. For vehicles which are electrically or gas propelled the charge will be £90 for 6 months or £150 for 12 months. A liveried vehicle permit will be available to businesses for a specific vehicle carrying prominent and permanent company livery at a charge of £90 (6 months) or £150 (12 months). For vehicles which are electrically or gas propelled and carry prominent and permanent company livery the charge will be £50 for 6 months or £75 for 12 months. In the roads where the controls operate all day, the charge for visitors’ permits will be £2.50 per day (£1 per day if the applicant is aged 60 or over or the holder of a disabled person’s badge) and they will be issued to any household in those roads. In the roads where the controls operate for one hour each day, the charge for visitors’ permits will be £1 per day (50 pence per day if the applicant is aged 60 or over or the holder of a disabled person’s badge) and they will be issued to any household in those roads. In either case, each household will be restricted to not more than 50 visitors’ permits per year (100 if the applicant is aged 60 or over or the holder of a disabled person’s badge). Note. All residents permits will only be valid within the sub zone in which the permit holder resides. All permits will be issued by Wandsworth Borough Council on application being made together with payment of the appropriate charge. Generally yellow line waiting restrictions are imposed in all roads and lengths of roads within the controlled parking zones not occupied by parking places. In roads included in Schedule 1 they operate between 9.30 am and 4.30 pm on Mondays to Fridays. In the road included in Schedule 2 they operate between 9.30 am and 10.30 am on Mondays to Fridays. In roads included in Schedule 3 they operate between 2.00 pm and 3.00 pm on Mondays to Fridays. Existing waiting restrictions which operate for longer than those hours remain. 5. Copies of the Orders, which will come into operation on 10 March 2003, and of documents giving more detailed particulars of the Orders can be inspected, during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Order was made, in The Concourse, The Town Hall, Wandsworth High Street, London SW18 2PU. 6. Copies of the Orders may be obtained from Engineering Services, Department of Technical Services at the address given below (telephone 020-8871 6547). 7. Any person desiring to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements of that Act or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within 6 weeks from the date on which the Orders were made, make application for the purpose to the High Court. Schedule 2 Length of road in which the maximum stay in parking places is unrestricted for permit holders with hours of operation 9.30 am to 10.30 am on Mondays to Fridays Gressenhall Road (between Granville Road and Melrose Road). Schedule 3 Roads and lengths of road in which the maximum stay in parking places is unrestricted for permit holders with hours of operation 2.00 pm to 3.00 pm on Mondays to Fridays Granville Road (west of a point approximately 50 metres west of its junction with Merton Road—some parking places on the footway), Seymour Road and Viewfield Road (between Granville Road and Melrose Road—some parking places on the footway). Schedule 4 (Pay and display only) Length of road in which the maximum stay in parking places is one hour for pay and display, with hours of operation 9.30 am to 4.30 pm on Mondays to Fridays Granville Road (for a length of approximately 50 metres west from its junction with Merton Road). 6 March 2003.
