Notice is hereby given that the Council of the London Borough of Islington on 6 March 2003, made the above-mentioned Orders under sections 6, 32, 45, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. 1. The general effect of the Orders will be to introduce parking places and waiting restrictions for a controlled parking zone (CPZ) in the following streets: Bemerton Street, Bingfield Street, Blundell Street, Boadicea Street, Brandon Street, Bunning Way, Caledonian Road, Carnoustie Drive, Copenhagen Street, Delhi Street, Frederica Street, Freeling Street, Gifford Street, Havelock Street, Kember Street, Lyon Street, Pembroke Street, Randell’s Road, Rufford Street, Stanmore Street, Story Street, Sutterton Street, Tileyard Road, Tilloch Street, Treaty Street, Twyford Street, Vale Royal, York Way. 2. The general effect of the Islington (Parking Places) (No 4) Traffic Order 2003, will be to designate parking places operating between 8.30 am until 6.30 pm on Mondays to Fridays inclusive and from 8.30 am until 1.30 pm on Saturdays for: (i) parking places for use with residents permits, visitor vouchers and hired vehicle permits in: Bemerton Street, Bingfield Street, Blundell Street, Bunning Way, Carnoustie Drive, Copenhagen Street, Delhi Street, Freeling Street, Gifford Street, Havelock Street, Kember Street, Lyon Street, Pembroke Street, Randell’s Road, Rufford Street, Stanmore Street, Story Street, Sutterton Street, Treaty Street and Twyford Street; (ii) parking places for use with Pay and Display tickets for a maximum period of 2 hours in Bingfield Street, Caledonian Road, Copenhagen Street, Tileyard Road, Twyford Street and Vale Royal; (iii) parking places for use with Business Permits in: Tileyard Road and Vale Royal; (iv) parking places for use by all permits holders or with Pay and Display tickets in: Bemerton Street, Bingfield Street, Blundell Street, Bunning Way, Carnoustie Drive, Copenhagen Street, Freeling Street, Frederica Street, Gifford Street, Havelock Street, Kember Street, Lyon Street, Pembroke Street, Randell’s Road and Rufford Street (with 2 hours maximum stay for Pay and Display); and Gifford Street and York Way (with 4 hours maximum stay for Pay and Display); (v) parking places for use by all permits holders in Bingfield Street, Blundell Street, Brandon Road, Copenhagen Street, Frederica Street, Randell’s Road, Rufford Street, Stanmore Street and Story Street. 3. The charges will be: Residents permits: £95 per year or a reduced rate of £75 per year for a vehicle that is fuel cell powered, gas powered, electric powered or hybrid system powered or with an engine capacity of 1399 cc or less. Residents’ visitor vouchers: at the rate of 60p per hour (reduced to 30p per hour for residents aged sixty years or over or on Attendance or Disability Living Allowance) for up to a maximum stay of 6 hours per day with half hour and three hour duration vouchers. All day visitors vouchers: £6 per day with a limit of 5 vouchers per year per resident. Business permits: £10 per year for a business permit for use with business vouchers. Business vouchers: 80p for each 1 hour voucher for up to a maximum parking period of 3 hours at any one time. Business Permit (unlimited stay): £560 per year. Teacher’s permit: £250 per year. Hired vehicles residents permit: £10 per year for use with hired vehicles residents’ parking vouchers. Hired vehicles residents’ parking vouchers: at the rate of 40p per hour. Permit to park: £9 per day (only available for vehicles required for carrying out building and maintenance work on premises adjacent to any parking place). Pay and Display: At the rate of £2 per hour (minimum charge 20p for 6 minutes with a maximum parking period of up to 2 hours or 4 hours). 4. The general effect of the Islington (Free Parking Places) (Motorcycles) (No 4) Order 2003, will be to designate parking places for use by motorcycles (with or without side car) outside 275-277 Caledonian Road, operating between 8.30 am until 6.30 pm on Mondays to Fridays inclusive and from 8.30 am until 1.30 pm on Saturdays. 5. The general effect of the Islington (Waiting and Loading Restrictions) (Amendment No 4) Order 2003, would be to further amend the London Borough of Islington (Waiting and Loading Restrictions) Consolidation Order 2002, so that waiting and loading by vehicles will be prohibited as follows: (i) waiting restrictions between 8.30 am to 6.30 pm on Mondays to Fridays and from 8.30 am until 1.30 pm on Saturdays on various lengths of Bemerton Street, Bingfield Street, Blundell Street, Boadicea Street, Brandon Street, Bunning Way, Caledonian Road, Carnoustie Drive, Copenhagen Street, Delhi Street, Frederica Street, Freeling Street, Gifford Street, Havelock Street, Kember Street, Lyon Street, Pembroke Street, Randell’s Road, Rufford Street, Stanmore Street, Story Street, Sutterton Street, Tileyard Road, Tilloch Street, Treaty Street, Twyford Street, Vale Royal and York Way; (ii) “at any time” waiting restrictions at junctions and across accessways in the streets stated in paragraph (i) above; (iii) waiting restrictions between 8.00 am to 6.30 pm on Mondays to Saturdays and loading restrictions between 8.00 am and 9.30 am and between 4.30 pm and 6.30 pm on Mondays to Fridays inclusive on various lengths of Caledonian Road. 6. Copies of the Orders, which will come into force on 17 March 2003, and of documents giving more detailed particulars of the Orders, can be inspected during normal office hours until the end of a period of 6 weeks from the date on which the Orders were made, at the following location: Transport and Design, 222 Upper Street, Islington, London N1 1YA. 7. Further information may be obtained by telephoning Transport and Design on 020 7527 2137. 8. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any Instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
