THE CROYDON (FREE PARKING PLACES) (DISABLED PERSONS) (NO 10) ORDER 2002
1. Notice is hereby given that the Council of the London Borough of Croydon on 9 December 2002, made the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Order would be to: (a) revoke the disabled parking places located outside No 1 Aurelia Road, Croydon, outside Nos 18 and 20 Bungalow Road, South Norwood, outside No 37 Bishops Park Road, Norbury, outside No 60 Boswell Road, Thornton Heath, outside No 10 Cecil Road, West Croydon, outside Nos 377 and 383 Chipstead Valley Road, Coulsdon, outside No 7 Croindene Road, Norbury, adjacent to No 67 Dalmally Road in Addiscombe Avenue, outside No 63 Dennett Road, West Croydon, outside No 9 Dovercourt Avenue, Thornton Heath, outside No 156 Dunley Drive, New Addington, outside No 74 Grasmere Road, South Norwood, outside No 55 Hartley Road, West Croydon, outside No 29 Hillars Heath Road, Coulsdon, outside No 58 Kynaston Avenue, Thornton Heath, outside No 22 Malvern Road, Thornton Heath, outside Nos 95 and 97 Mitcham Road, Croydon, outside No 152 Moffat Road, Thornton Heath, outside No 26 Pemdevon Road, Broad Green, outside No 73 Redstart Close, New Addington, outside No 41 South Drive, Coulsdon, outside No 61 Totton Road, Thornton Heath and outside No 1 Westbrook Road, Thornton Heath; (b) designate new parking places in Bingham Road, Addiscombe (outside No 132), Boswell Road, Thornton Heath (outside Nos 56 and 58), Boulogne Road, Selhurst (outside No 17), Brigstock Road, Thornton Heath (outside No 147), Cobden Road, South Norwood (outside Nos 75 and 77), Court Avenue, Coulsdon (outside No 2), Cranbrook Road, Thornton Heath (outside Nos 4 and 6), Crowther Road, South Norwood (outside No 72), Dalmeny Avenue, Norbury (outside No 19), Fairlands Avenue, Thornton Heath (outside No 137), Grange Road, South Croydon (outside No 34) Hayes Lane, Kenley (outside Nos 2 and 3 Station Approach, Hayes Lane converting a free parking bay), Holmesdale Road, Selhurst (outside Nos 230 and 232), Kynaston Avenue, Thornton Heath (outside No 115), Love Lane, South Norwood (outside Nos 58 and 60), Milne Park East, New Addington (outside No 19), Newark Road, South Croydon (outside Nos 28 and 30), Nugent Road, South Norwood (outside No 11), Oakley Road, South Norwood (outside Nos 3 and 5), Penshurst Road, Thornton Heath (outside Nos 104 and 106), St John’s Road, Croydon (outside No 22), Thornton Avenue, Thornton Heath (outside No 13), Weybridge Road, Thornton Heath (outside No 22) and Wharfedale Gardens, Thornton Heath (outside No 9); (c) provide that the parking places would operate ‘At Any Time’; (d) specify, in respect of the parking places, that disabled persons’ vehicles displaying in the relevant position a disabled persons’ badge issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1975, 1982 or 2000 as amended, may be left therein; and (e) provide that certain vehicles may wait in the parking places in certain circumstances, eg to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc. 3. A copy of the Order which will come into operation on 16 December 2002, and of all associated Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Order was made, at the Enquiry Counter, “One Stop” Facility, Ground Floor, Taberner House, Park Lane, Croydon, Surrey. 4. Copies of the Order may be obtained from the Order Making Section, Parking and Technical Services, Planning and Transportation Department, 1st Floor, Davis House, Robert Street, Croydon CR0 1QQ. 5. Any person desiring to question the validity of the Order or of any provision contained therein on the ground that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.
