THE HARROW (BUS STOP CLEARWAY) (AMENDMENT NO 16) TRAFFIC ORDER 2002
1. Notice is hereby given that the Council of the London Borough of Harrow, on 27 August 2002, made the above-mentioned Orders under sections 6, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and all other enabling powers. 2. The general effect of the Waiting and Loading Order will be further to amend the Harrow (Waiting and Loading Restriction) Order 1978, so that in the length of street specified in Schedule 1 to this notice, waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time. 3. The prohibitions referred to in paragraph 2 above will not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a parking attendant or other person authorised by the Council or in certain circumstances, eg the picking up or setting down of passengers; the carrying out of statutory powers or duties; etc. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Orange or Blue Badge” will apply. 4. The general effect of the Bus Stop Clearway (Amendment) Order will be to provide 2 bus stop Clearways in Eastcote Lane any time as set out in Schedule 2 to this notice. Buses and taxis will be permitted to stop on these clearways. Other exemptions will be: for buses stopping for operational reasons such as crew changes, driver training or to maintain the scheduled time table; for vehicles used for the emergency services purposes; for building operations or repair of the highway or any apparatus under the highway or the bus stop infrastructure; with the permission of a parking attendant or other person authorised by the Council or at the direction of a police constable in uniform; for a taxi which is stopped for only as long as may be required, to enable passengers to board or alight from the taxi. The exemption relating to the use of disabled person’s Orange or Blue Badges will not apply on the bus stop clearways. 5. A copy of the Orders, which will come into operation on 2 September 2002, and of the Harrow (Waiting and Loading Restriction) Traffic Order 1978 and the Harrow (Bus Stop Clearway) Traffic Order 1999 (and of the Orders which have previously amended those Orders) and documents giving more particulars of the Orders are available for inspection during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Order was made in the Environmental Information Centre at the address below. 6. If any person wishes to question the validity of the Order or of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any Instrument made under the Act has not been complied with, that person may, within 6 weeks of the date on which the Order is made, apply for the purpose to the High Court. Schedule 1 No waiting at any time Street Eastcote Lane, between a point 800 millimetres west of a point opposite the party wall of Nos 340 and 342 Eastcote Lane and a point opposite the south-western wall of No 324 Kings Road; Kings Road, between a point 4 metres north of a point opposite the southern boundary of Nos 1 to 3 Kings Road Bungalows and its junction with Eastcote Lane. Carlyon Avenue: (a) the south-west side: (i) between its junction with Eastcote Lane and a point 6 metres south-east of a point opposite the north-western wall of No 255 Eastcote Lane; (ii) between a point 18 metres south-east of a point opposite the north-western wall of No 255 Eastcote Lane and a point 41 metres north-west of a point opposite the north-western wall of No 139 Carlyon Avenue; (b) the north-east side: (i) between its junction with Eastcote Lane and a point 6 metres south-east of a point opposite the north-western wall of No 255 Eastcote Lane; (ii) between a point 18 metres south-east of a point opposite the north-western wall of No 255 Eastcote Lane and a point 29 metres north-west of a point opposite the common boundary of Nos 134 and 136 Carlyon Avenue. Tregenna Avenue, between its junction with Carlyon Avenue and a point opposite the south-eastern boundary of No 255 Eastcote Lane. Walton Avenue: (a) the north-west side, between its junction with Carlyon Avenue and a point 18 metres south-west of the extended south-western kerbline of Carlyon Avenue; (b) the south-east side, between its junction with Carlyon Avenue and a point 13 metres south-west of the extended south-western kerbline of Carlyon Avenue. Schedule 2 Bus Stop clearways at any time Length of Road Eastcote Lane: (a) the north side, the lay-by fronting Nos 302 to 310 Eastcote Lane and part of Rooks Heath School; (b) the south side, the lay-by fronting Nos 235 to 245 Eastcote Lane. 29 August 2002.
