WILLESDEN CPZ—CRICKLEWOOD AREA (GM ZONE)

1. Notice is hereby given that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985. 2. The general effect of the “Prescribed Route” Order would be to impose one-way working generally in a north-easterly direction in Howard Road between Rockhall Road and Oaklands Road. 3. The prohibition referred to in paragraph 2 above would not apply to anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police. 4. The general effect of the “Parking Places” Order would be to: (a) designate parking places that would operate between 10.00 am and 9.00 pm, Mondays to Saturdays in certain lengths of the streets specified in Schedules 1 and 2 to this notice; (b) specify that: (i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles or invalid carriages displaying a valid parking ticket or permit. Motor cycles park free; (ii) the maximum initial period for which a vehicle, displaying a valid parking ticket may be left during the permitted hours in the parking places specified in Schedule 1 to this notice would be 4 hours; (iii) the charge for short term parking in the parking places specified in Schedule 1 to this notice would be 10 pence for 20 minutes, 20 pence for 40 minutes, 60 pence for 1 hour, £1.20 for 2 hours and £2.40 for 4 hours, the tickets for which would be issued by pay and display meters; (iv) the interval before a vehicle may again be left in a parking place after the expiration of the period for which the initial charge was incurred would be 2 hours. (v) any resident whose usual place of abode is in any street specified in Schedule 3 to this notice may apply to the Council for the issue of a residents permit valid for use in the parking places in specified in Schedules 1 and 2 to this notice; (vi) a maximum of 3 permits per residential postal address would be issued by the Council or its agents, to persons whose usual place of abode is in any street specified in Schedule 3 to this notice. The charges would be £50 per annum (£25 if the vehicle engine size is less than 1100cc) or £31 for 6 months (£15.50 if the vehicle engine size is less than 1100cc) for the first permit, £75 per annum (£43.50 for 6 months) for the second permit and £100 per annum (£56 for 6 months) for the third permit. Unexpired permits that have been paid for and surrendered to the Council would be entitled to a refund of one twelfth of the charge paid (one sixth for 6 months permits) in respect of each unexpired month, subject to a maximum refund of 3 months; (vii) any resident whose usual place of abode is in any street or part of street specified in Schedule 3 to this notice may apply to the Council for the issue of visitor’s permits valid for the period between 10.00 am and 9.00 pm, Mondays to Saturdays, up to a maximum of 150 per annum per residential postal address at a cost of 50 pence per permit per day of use. Unlimited additional visitors permits issued to the same residential postal address cost £1 per permit per day of use; (viii) any resident whose usual place of abode is in any street or part of street specified in Schedule 3 to this notice may apply to the Council for the issue of a household visitor permit valid for use in the street for which it is issued for the period between 10.00 am and 9.00 pm, Mondays to Saturdays at a cost of £75 per annum. (ix) any person who occupies premises in any street specified in Schedule 3 to this notice and who uses such premises for non-residential purposes may apply to the Council for the issue of a general business permit valid for use in the parking places specified in Schedules 1 and 2. The charge for each general business permit would be £250 per annum (£131 for 6 months, £70 for 3 months); (x) any person who occupies premises in any street specified in Schedule 3 to this notice and who uses such premises for non-residential purposes may apply to the Council for the issue of a liveried vehicle business permit for any of its vehicles marked with the company livery for use in the parking places specified in Schedules 1 and 2. The charge for each liveried vehicle business permit would be £150 per annum (£81 for 6 months, £45 for 3 months); (xi) permits issued by the Council to essential users would be valid for use in all the parking bays provided for resident and business users in the GM zone; (xii) any resident of a “car free” development as defined in a section 106 agreement made under the Town and Country Planning Act 1990 would not be eligible for a residents permit in the GM zone. 5. The general effect of the “Waiting and Loading Restrictions” Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that: (a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at “at any time” (mainly at junctions) or between 10.00 am and 9.00 pm on Mondays to Saturdays in certain lengths of the streets specified in Schedule 4 to this notice; (b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 am and 6.30 pm throughout the week or between 11.00 am and 6.30 pm on Mondays to Saturdays in certain lengths of the streets specified in Schedule 4 to this notice; (c) the sale or offer for sale of goods from a vehicle would be prohibited unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected; (d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising, would be prohibited; (e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedule 4 to this notice, would be revoked. 6. The prohibitions referred to in paragraph 5(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, eg, the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc, from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Orange/Blue Badge” would apply. 7. The general effect of the “Restriction of Stopping on Bus Stops” Order would be to amend the Brent (Restriction of Stopping on Bus Stops) (No 3) Order 1999 so that the restrictions on stopping by vehicles imposed by that Order would apply “at any time” in the length of street specified in Schedule 5 to this notice. 8. A copy of each of the proposed Orders, of a map of the relevant area, of the above-mentioned Order of 1979 and 1999 (and of the Orders which have amended those Orders) and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this notice is published at: (a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and (b) The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ. 9. Further information may be obtained by telephoning the Transportation Service Unit, telephone number 020 8937 5145. 10. Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their objection and the grounds thereof, to The Director of Transportation, Transportation Service Unit, 1st Floor (east) Brent House, 349-357 High Road, Wembley, Middlesex HA9 6BZ, quoting the reference TO/12/040/BFM, before the afore-mentioned date.
