PLANNING (LISTED BUILDINGS AND CONSERVATION AREAS) ACT 1990

Notice is hereby given that the St Edmundsbury Borough Council (‘‘the Council’’), as the local planning authority, and in pursuance of the power conferred on them by section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990 (‘‘the Act’’) have, on 22 July 2002, designated two Conservation Areas for the parish of Haverhill. The boundaries are as follows: Queen Street Conservation Area: The boundary runs in a south-westerly direction from the northern-most point of the rear garden of 39 Broad Street along the rear garden boundaries of 39 to 1 Broad Street. It then returns south along the line of Stour Brook until it meets Withersfield Road. The boundary then crosses the road and runs north to the end of Crowland House, then west and south following its curtilage, until it joins the boundary of the Hall. It then follows the northern boundary of the Hall, running west/south-west along Downs Place, then returns south and follows the rear boundaries of the Hall, West End Church, 9 Withersfield Road, 4 Rose Cottages, the Corn Exchange, the Rose and Crown Public House and 35 a Withersfield Road. The boundary then turns east along the southern boundary of 35 a and 35 Withersfield Road, then south to meet the northern boundary of 29 Queen Street. It then runs along the southern and eastern edges of Lower Downs Slade until it meets the northern boundary of 1-6. It runs east then south, returning west along the southern boundary of 7-19 Lower Downs Slade. It then follows the rear and side boundaries of The Bull Public House, crosses Camps Road and runs in front of 4-18 Mill Road. It runs west along the side of 20 Mill Road, then south to the rear boundary of 2 Chauntry Road. It follows the rear and side boundary of 2 then turns west along Chauntry Road up to the eastern boundary of 38. It then runs north, then west and returns to Chauntry Road along the west boundary of 29, taking in 29-38 Chauntry Road and gardens behind. The boundary crosses Chauntry Road and runs west then south along the front and side boundaries of 26 and continues south to the corner of Recreation Road, along the rear boundaries of 1-19 Chainey Pieces and open area behind. It then runs east along Recreation Road to Chain Row, where it turns north along Chain Row and east along the rear of Shearman House then returns south to Recreation Road along the rears of 50-68, then east to the corner of 1 Helions Park Avenue. It then turns north east along the side boundary of 1 to Quakers Lane, where it turns east then north along the southern and eastern edges of Quakers Lane, until it meets the southern boundary of 1 and 2 Quakers Lane. The boundary then follows the southern and north-eastern boundaries of these properties and then turns north-west along the rear boundaries of 4-7 High Street. It returns to High Street along the south-eastern boundary of 16 and runs north along the western edge of Market Hill. It then crosses Market Hill to meet the northern boundary of the Post Office and runs north-east along its northern boundary then south along its rear boundary to meet Cross Passage, which it follows to the north-east until it meets the western side of Stour Brook. It follows Stour Brook north-westerly to Swan Lane, which it crosses diagonally in a south-westerly direction to join the west corner of Murton Slade. It follows Murton Slade north-west, including the turning head, then north-east to rejoin Stour Brook and continues north-west. It crosses the Stour Brook to meet western edge of The Pightle opposite 2 The Pightle then follows it north-west and crosses the Cangle Junction to meet the southern boundary of the Cangle School. It follows this boundary in a north-easterly direction then turns north-west then north-east along the side and rear boundaries of 3 Wratting Road before turning north-west to meet the rear boundary of 18-20 Broad Street. It follows the rear boundaries of 20-36 Broad Street and turns north-east to meet Broad Street along the side of 36. It then turns north-east along part of the front boundary of 38 then north-west along the end of Broad Street to meet the front boundary of 39, which it follows to the north-east then north-west along the side boundary to join the northern-most point of the rear garden of 39 Broad Street. Hamlet Road Conservation Area: the boundary runs south-west from the south-west corner of 15 Waveney Terrace to the rear of 67 a High Street, along the north-western edge of the path to the rear of 39-3 Eden Road. It then turns south-east then west to meet High Street between 67 a and The Royal Exchange Public House. It crosses High Street and runs south-east, crosses Duddery Hill to the northernmost corner of 72 High Street then turns south-west and south-east along the side and rear boundaries of 72. It then turns south-west and alternates south-east and north-east following the stepped rear boundary of 74 High Street, returning to High Street along the property’s southern boundary. The boundary runs south-east along western edge of High Street, crosses Colne Valley Road and turns south-west along the side boundary of 2 Hamlet Road. It then turns south-east then north-east along the rear boundaries of 2 and 4 Hamlet Road before turning south-east along the rear boundaries of 6-12 Hamlet Road to join the south-western boundary of Anne of Cleaves House. It then turns south-west, south-east then north-east to meet the rear boundary of 16 Hamlet Road and follows the rear boundary of this property before turning east to rejoin Hamlet Road at its junction with the entrance to Hamlet Croft. It then follows the western edge of Hamlet Road south-east to the boundary of 32 Hamlet Road. It turns south-west then south-east following the rear boundaries of 32-38 to join the corner of 40. It then runs south-west along Croft Lane then south-east along the rear boundary of Fylde House then north-east to meet the rear boundary of 42. The boundary then runs in a generally south-easterly direction along the rear boundaries of 42-78 Hamlet Road, to meet the side boundary of 84 (Veterinary Surgery). It then turns south-west and south-east along the boundaries of 84 and The Vale, diagonally crosses Bumpstead Road to the north-east and follows the line of the embankment to meet the viaduct over Sturmer Road. It then follows the viaduct south, around its southern end, down the embankment then north over Sturmer Road to the west of 1 Sturmer Road. The boundary then crosses back over the embankment crossing it at the northern end of the viaduct, then turns north at the base of the embankment to Stour Brook. It follows the southern edge of the brook to the path crossing it opposite Hamlet Road, follows the path south-west to Ehringshausen Way, and crosses the path and Ehringshausen Way to follow the western edge of the road to the northern end of the Atterton and Ellis site. The boundary then follows the eastern edge of Stour Brook south-west then crosses the brook and follows the northern boundary of 35 Hamlet Road to the corner of the Manor House boundary, where it turns north-west along its rear boundary and continues in this direction following the rear boundaries between the Manor House and 21 a Hamlet Road, returning to Hamlet Road along the north-western boundary of 21 a . It then follows the western edge of the road to the boundary of 19 and turns north-east then north-west and north-east again along the side and rear boundaries of 19 and follows the rear boundaries of 17 Hamlet Road to 1 a Meeting Walk. It joins Meeting Walk along the eastern boundary of 1 a and runs north-east along the southern edge of Meeting Walk, just crosses Stour Brook then turns north-east along the western edge of the grass verge. It then crosses Mount Road and follows the south-west boundary of Duddery Court to meet the path at the end of Duddery Road. It follows the southern edge of the path to join the corner of the verge and runs along the edge of the verge north-west along Ehringshausen Road then turns south-west to cross the bridge over the brook and returns south-east along the line of the service road to meet the south-west corner of 15 Waveney Terrace. The effect of this designation is that the provisions of the Act (and all other applicable legislation) shall apply to all of the land now contained within the boundaries of the Conservation Areas. Plans showing the boundaries of the new Conservation Areas may be inspected, free of charge, at St Edmundsbury House, Western Way, Bury St Edmunds, between the hours of 9.00 am and 5.00 pm, Mondays to Thursdays and 9.00 am and 4.00 pm Fridays.
