PROPOSED INTRODUCTION OF PAY AND DISPLAY ON-STREET PARKING PLACES AND WAITING RESTRICTIONS IN WAYLETT PLACE
PROPOSED CHANGE TO THE CONDITIONS OF USE OF THE BRIXTON MULTI-STOREY CAR PARK (ALSO KNOWN AS POPES ROAD CAR PARK)
1. Notice is hereby given that Lambeth Borough Council propose to make the Lambeth (Off-Street Parking Places) (Leigham Court Road and Waylett Place Car Parks) Order 2002, the Lambeth (Pay and Display) (Parking Places) Order 2002, the Lambeth (Waiting and Loading Restriction) (Special Parking Area) (Amendment No ) Order 2002, the Lambeth (Waiting and Loading Restriction) (Amendment No ) Order 2002, and the Lambeth (Off-Street Parking Places) (Brixton Multi-Storey Car Park) (1988) (Amendment) Order 2002, under sections 6, 35, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984. 2. In brief, the general nature and effect of the Lambeth (Off-Street Parking Places) (Leigham Court Road and Waylett Place Car Parks) Order 2002 would be: (a) to introduce a system of charging for the use of the Leigham Court Road and Waylett Place Car Parks by the pay and display method; (b) to provide that the charge for the use of such car parks by the pay and display method would be 30 pence for 1 hour, 60 pence for 2 hours and £1 for 3 hours and to provide that vehicles may be left in the car parks for a maximum period of 3 hours, with no return to a car park within 1 hour of leaving it (a vehicle displaying a valid disabled person’s badge would be able to use the car parks free of charge, but they would be subject to the same maximum time period); (c) to provide that the vehicles which may be left in the car parks would be motor cars only; (d) to provide that the hours during which the car parks would be open and available for use would be from 7.00 am until 7.00 pm on Mondays to Saturdays; (e) to introduce certain other conditions of use of the car parks; (f) to provide that vehicles contravening the above conditions of use of the car parks would be liable to be issued with a penalty charge notice or to be immobilised or removed from the car park. 3. In brief, the general nature and effect of the Lambeth (Pay and Display) (Parking Places) Order 2002 would be: (a) to convert the existing free, limited time on-street parking places in Waylett Place to pay and display on-street parking places; (b) to introduce a new pay and display on-street parking place in Waylett Place; (c) to provide that in relation to the pay and display on-street parking places described in sub-paragraphs (a) and (b) above: (i) the charge for the use of such parking places would be 30 pence per hour (pro rata) up to a maximum of 2 hours, with no return to a parking place within 1 hour of leaving it (a vehicle displaying a valid disabled person’s badge would be able to use the parking places free of charge and without time limit); (ii) the hours of operation of the parking places would be from 7.00 am until 7.00 pm on Mondays to Saturdays; (iii) the classes of vehicles which may use the parking places would be passenger vehicles, goods carrying vehicles, motor cycles and invalid carriages which display a valid ticket issued by an on-street ticket machine situated in Waylett Place, providing that the vehicle is of such a size that it can be positioned wholly within the limits of the parking space. 4. In brief, the general nature and effect of the Lambeth (Waiting and Loading Restriction) (Special Parking Area) (Amendment No ) Order 2002 and the Lambeth (Waiting and Loading Restriction) (Amendment No ) Order 2002, would be to prohibit waiting by vehicles (including waiting for the purpose of loading or unloading a vehicle) in Waylett Place at any time, other than in a parking place. 5. In brief, the general nature and effect of the Lambeth (Off-Street Parking Places) (Brixton Multi-Storey Car Park) (1988) (Amendment) Order 2002, would be to provide that only vehicles displaying a disabled person’s badge may be left in those parts of the Brixton Multi-Storey Car Park which are indicated by signs as being only for the leaving of such vehicles. Any vehicle contravening this condition would be liable to be issued with a penalty charge notice and to be immobilised or removed from the car park. 6. Documents giving more detailed particulars of the proposed Orders are available for inspection until the last day of a period of 6 weeks beginning with the date on which the Orders are made, or as the case may be, the Council decides not to make the Orders, at the offices of the Lambeth Borough Council’s Transport and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, Brixton, London SW9 9SP. 8. All objections and other representations relating to the proposed Orders must be made in writing and all objections must specify the grounds on which they are made and should be sent to Hazel Game, Transport and Highways Group, London Borough of Lambeth, 3rd Floor, Blue Star House, 234-244 Stockwell Road, Brixton, London SW9 9SP, by 19 July 2002.
