VICARAGE FARM ROAD, HESTON—PARKING SCHEME

1. Notice is hereby given that the Council of the London Borough of Hounslow on 18 March 2002 made the following Orders: (a) the Hounslow (Parking Places) (No 1) Order 2002 under sections 45, 46 and 49 of the Road Traffic Regulation Act 1984 (as amended); (b) the Hounslow (Waiting and Loading Restriction) (Amendment No 132) Order 2002 under sections 6 and 124 of and Part IV of Schedule 9 to the afore-mentioned Act 1984 and the Road Traffic Act 1991; (c) the Hounslow (Loading Places) (Amendment No 1) 2002 under section 6 of the Act of 1984; and (d) the Hounslow (Restriction of Waiting on Bus Stops) (No 1) Order 2002 under section 6 of the Act of 1984. 2. The general effect of the Orders will be to impose a system of parking control in the streets or parts of streets in or adjacent to Vicarage Farm Road and its junction with Cranford Lane as specified in Schedules 1, 2 and 3 to this notice. 3. The general effect of the Parking Places Order will be to: (a) designate parking places on the highway specified in column 1 of Schedule 1 to this notice at which charges may be made by the Borough Council for vehicles authorised by the Order to be left in those parking places and provides that the type of parking place so designated will be as set out in column 2 of that Schedule; (b) provide that the parking places will operate between 8.00 am and 6.30 pm on Mondays to Saturdays (Christmas Day, Good Friday and Bank Holidays excepted); (c) specifies that: (i) in respect of the meter bays, that passenger vehicles (12 seats or less), good carrying vehicles, motor cycles and invalid carriages may be left therein; (ii) in respect of the meter bays, the charge will be at the rate of 20 pence for each period of 15 minutes with a maximum period of stay of 1 hour; (iii) in respect of the meter bays, the penalty charge—payable to the Borough Council—will be £60 (or £30 if paid within 14 days), the unexpired time on a parking meter may be used free of charge and the period during which a vehicle may not return to a parking place would be 1 hour; (d) provides that certain vehicles may wait free of charge in certain circumstances eg to allow persons board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes). 4. The general effect of the Waiting and Loading Restriction Order will be to further amend the Hounslow (Waiting and Loading Restriction) Order 1977 so that: (a) waiting by vehicles (including for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited between 8.00 am and 6.30 pm on Mondays to Saturdays inclusive in the streets or parts of street specified in Schedule 2 to this notice; (b) waiting for the purposes of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place will be prohibited between 11.00 am and 6.30 pm on Mondays to Saturdays in the streets or parts of streets referred to in sub-paragraph 4(a) above; (c) the sale or offer for sale of goods from a vehicle in the streets or parts of streets referred to in paragraph 4(a) above will be prohibited unless there is in force a valid licence issued by the Hounslow Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected. 5. The prohibition referred to in paragraphs 4(a) and (b) above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, eg the picking-up or setting-down of passengers, the carrying out of statutory powers or duties, the taking in of petrol, etc from roadside petrol stations, to licensed street traders etc. The usual exemption relating to vehicles displaying a disabled persons “Orange Badge” or “Blue Badge” will apply. 6. The general effect of the Loading Places Order will be to designate a parking place outside Nos 327 to 331 Vicarage Farm Road for use only by goods vehicles to wait for the purpose of loading or unloading for a period not exceeding 20 minutes. 7. The general effect of the Restriction of Waiting on Bus Stops Order will be to prohibit vehicles, other than buses, from stopping between 7.00 am and 7.00 pm throughout the week in the lengths of street detailed in Schedule 3 to this notice. 8. A copy of the Orders, which come into operation on 25 March 2002, together with a copy of the above-mentioned Order of 1977 (and of the Orders that have amended that Order) and of a map which indicates the lengths of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from the date on which this notice is published in the Environmental Services Reception Area at The Civic Centre, Lampton Road, Hounslow TW3 4DN. Copies of the Orders may be purchased from the Enviromental Services Department, Civic Centre, Lampton Road, Hounslow TW3 4DN. 10. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, or that any of the relevant regulations made thereunder have not been complied with in relation to the Orders may, within 6 weeks of the date on which the Orders were made, make application for the purpose to the High Court. Schedule 2 (no waiting between 8.00 am and 6.30 pm on Mondays to Saturdays inclusive) Cranford Lane: (a) the north side, between a point opposite the eastern boundary wall of No 27 Cranford Lane and its junction with Vicarage Farm Road; (b) the south side, between a point 1.40 metres east of the eastern flank wall of No 2 Cranford Lane and its junction with Vicarage Farm Road. New Heston Road: (a) the north side, between a point opposite the party wall of Nos 139 and 141 New Heston Road and its junction with Vicarage Farm Road; (b) the south side, between the western boundary wall of “The Elm Tree” public house, No 136 New Heston Road and its junction with Vicarage Farm Road. North Hyde Lane, the north-east side, between a point 10 metres north-west of a point opposite the party wall of No 3 North Hyde Road and No 145 New Heston Road and its junction with Vicarage Farm Road. The Croft, the south side, between the western kerbline of Vicarage Farm Road and a point 14 metres west of that kerbline.
