NOTICE OF APPLICATION TO VARY A LICENCE

Take notice that Dee Valley Water plc, Packsaddle, Wrexham Road, Rhostyllen, Wrexham LL14 4EH, is applying to the Environment Agency to:

1. Vary licence serial number 24/67/9/3/S/V2 which authorises the abstraction of water from the River Dee at Chester, National Grid Ref. SJ 4175 6635. The variations being applied for are a reduction from 12,454 to 11,893 Megalitres per annum in the annual abstraction to allow transfer of the difference to Twll (Sesswick) (Ref. Clause 2 below) and an increase in the daily abstraction rate from 34.1 to 36 Megalitres per day to provide greater operational flexibility.
2. Vary the following licences both of which authorise the abstraction of water from the River Dee at Twll (Sesswick) at Bangor-on-Dee, National Grid Ref. SJ 3865 4635. The variations being applied for are:

(a) Licence serial number 24/67/7/182/S—an increase in the daily abstraction rate from 6.8 to 8 Megalitres per day and an increase in the annual abstraction from 2,495 to 2,928 Megalitres per annum. (8 Megalitres per day and 2,928 Megalitres per annum, in net abstraction rate terms, are equivalent to the amount transferred from Chester—see Clause 1 above and the original 6.8 Megalitres per day and 2,495 Megalitres per annum are included in the 37.52 Megalitres per day and 13,732 Megalitres per annum, respectively, referred to in (b) below).
(b) Licence serial number 24/67/7/5/S/V1—an increase in the daily abstraction rate from 27.27 to 37.52 Megalitres per day and an increase in the annual abstraction from 9,982 to 13,732 Megalitres per annum due to transfer of licenced quantities from the River Dee at Llangollen (Berwyn) and the River Clywedog at Minera (Park Day Level/Speedwell). The Berwyn licence 24/67/5/6/S/V2 and the Park Day/Speedwell licence 24/67/7/35/G will both be revoked as a part of this application.

3. Vary licence serial number 24/67/5/4/GS/V1 which authorises the abstraction of water from the Oerog Springs, Oerog, Trevor, Llangollen, National Grid Ref. SJ 2616 4205. The Variation being applied for is a consolidation of the existing abstraction rates of 3.41 Megalitres per day and 1,163.78 Megalitres per annum with removal of conditions a, b and c which were linked to the Berwyn licence which is to be revoked as Clause 2.

These variations will have no net effect on the overall abstraction rate from the River Dee; their purpose is to rationalise the licences in relation to the Company’s Water Resources Plan. Additionally, the variations will assist in alleviating low flows in the River Clywedog, a tributary of the River Dee, which is identified by the Environment Agency as being at risk.
A copy of the applications and any maps, plans and other documents submitted with them may be inspected, free of charge, at all reasonable hours, at:

1. Dee Valley Water plc, Packsaddle, Wrexham Road, Rhostyllen, Wrexham;
2. Boughton water treatment works, Boughton, Chester;
3. Bangor-on-Dee Post Office, High Street, Bangor-on-Dee (closed Thursday p.m.); and
4. Acrefair Post Office, Llangollen Road, Acrefair;

between Friday, 9th March 2001 and Monday, 9th April 2001.
Any person who wishes to make representations about the applications should do so in writing to the Water Resources Management Team Leader, Environment Agency Wales, Llwyn Brain, Ffordd Penlan, Parc Menai, Bangor, Gwynedd LL57 4DE, before the end of the said period, quoting the name of the applicant.
