THE RICHMOND-UPON-THAMES (OFF-STREET PARKING PLACES) (AMENDMENT NO. 5) ORDER 2001
The Council of the London Borough of Richmond-upon-Thames on 24th January 2001 made
the above Order under sections 32, 35 and 124 of and Part III and Part IV of Schedule
9 to the Road Traffic Regulation Act 1984, as amended, and the Road Traffic Act 1991.
The effects of the Order will be:
(a)to add to Schedule 1 of the London Borough of Richmond-upon-Thames (Off-Street
Parking Places) Order 1995 the multi-storey car park located on the south-west side
of Arragon Road, Twickenham, and the multi-storey car park located on the south side
of Paradise Road, Richmond, insofar as to designate free parking places for the use
of vehicles displaying a valid orange or blue disabled persons badge during the opening
hours of the car parks;
(b)to apply the provisions of the London Borough of Richmond-upon-Thames (Off-Street
Parking Places) Order 1995 to:
(i)the car park located in the Kew Gardens British Rail station forecourt, so that
vehicles including motor cars, motor cycles, invalid carriages and pedal cycles may
park between the operational hours of 9 a.m. and 5 p.m. on Mondays to Saturdays for
a charge of 10p for each 10 minutes up to a maximum period of 2 hours; and
(ii)the Ham Riverside car park located in Ham Street, Ham, so that vehicles including
motor cars, motor cycles, invalid carriages and pedal cycles may park free of charge
for a maximum period of 24 hours;
(c)to provide that vehicles displaying a residents’ parking permit or residents’
visitors parking permit valid for use in the Central Twickenham Controlled Parking
Zone may park without charge in the Holly Road, Twickenham car park;
(d)to provide that vehicles displaying a residents’ parking permit valid for use
in the A1 area of the Richmond Controlled Parking Zone may park without charge in
the Friars Lane car park between the hours of 8 a.m. and 9.30 a.m. or between 5.30
p.m. and 6.30 p.m.; and
(e)to provide that solo motor cycles may be parked without charge in a designated
motor cycle space in any of the off-street car parks specified in the Order.
The Order will come into operation on 5th February 2001.
Copies of the Order, the London Borough of Richmond-upon-Thames (Off-Street Parking
Places) Order 1995 and the Council’s statement of reasons for making the Order can
be inspected at the Civic Centre, (Second Floor), 44 York Street, Twickenham, between
9.15 a.m. and 5 p.m. on Mondays to Fridays.
Any person wishing to question the validity of the Order or any of its provisions
on the grounds that it or they are not within the powers conferred by the 1984 Act,
or that any requirement of the Act or of any Instrument made under the Act has not
been complied with that person may, within 6 weeks from the date on which the Order
was made, apply for the purpose to the High Court.
