PROPOSED OFF-STREET CAR PARKING AREAS LOCATED WITHIN THE WHITEHORSE ROAD AND HEATHFIELD GARDENS HOUSING ESTATES

Notice is hereby given that the Council of the London Borough of Croydon propose to make the Croydon (Off-Street Parking Places) (No. A3) Traffic Order 2001 under sections 32, 35 and 124 of, and Parts I to IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, and the Road Traffic Act 1991. The general effect of the Order will be: (a) to designate areas of land located within the Whitehorse Road housing estate and the Heathfield Gardens housing estate as “at any time” off-street parking places; (b) to provide that the regulations governing the use of Off-Street Parking Places now apply to the areas mentioned in (a) above; (c) to specify that: (i) passenger vehicles (with 8 seats or less) may be left in the parking places provided; (ii) all vehicles left in the parking places must display a valid resident permit or resident visitors’ permit; (iii) Disabled Persons badge holders’ vehicles and motor cycles may use the parking places provided a valid resident permit or resident visitors permit is displayed on that vehicle; (d) resident permits and resident visitors’ permits would be issued only to bona-fide tenants of dwellings located within the above-mentioned housing estates. The issue and cost of such permits would be borne by the Council’s Housing Department; (e) to provide that the penalty charge for contravening the Off-Street Parking Places regulations will be £60, reduced to £30 on early settlement of the fine. Note:  The areas of land proposed as parking places within the Whitehorse Road housing estate are located in areas with access from Berney Road, Cromwell Road, Devonshire Road, Johnson Road and Strathmore Road. A copy of the proposed Order, of the Council’s statement of reasons for proposing to make the Order, and of a map which indicates the area of land to which the proposed Order relates can be inspected until the last day of a period of 6 weeks, beginning with the date on which the Order is made, or, as the case may be, the Council decides not to make the Order, during normal office hours on Mondays to Fridays inclusive, at the Enquiry Counter, “One Stop” Facility, Taberner House, Park Lane, Croydon, Surrey. Persons desiring to object to the proposed Order should send a statement in writing of their objection and the grounds thereof to the Order Making Section, Public Services and Works Department, Taberner House, Park Lane, Croydon, quoting Ref. T&P/PS/JAA/7/T3 by 21st February 2001. The Councillors for this Ward are Bob Coatman, Pat Knight, Michael Wunn, Toni Letts, Gerry Ryan and Martin Tiedemann. The proposed Order is intended to formally designate areas of land situated within the Whitehorse Road and Heathfield Gardens estates as Off-Street Parking Places to create increased control by applying regulations to govern the use of the Parking Places and provide parking facilities for residents and residents’ visitors in locations where commuter parking causes congestion.
