THE HARROW PARKING PLACES (AMENDMENT NO. ) TRAFFIC ORDER
AMENDMENT TO EXISTING TOWN CENTRE ZONE K NEW CONTROLLED PARKING ZONE ROSSLYN CRESCENT
AREA
Notice is hereby given that the Council of the London Borough of Harrow propose to
make the above mentioned Orders under sections 6, 45, 124 and Part IV of Schedule
9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985
and all other enabling powers. 2. The general effect of the Orders would be to amend
part of Zone K (west of Station Road) and to introduce a New Controlled Parking Zone
east of Station Road. 3. The Zone K amendment would be to convert an existing residential
space in High Mead into a dual or shared use space which would permit resident, resident
visitor and pay and display parking. 4. The general effect of the New Controlled Zone
would be to provide a zone including Rosslyn Crescent and Frognal Avenue where there
was provision for resident and resident visitor parking and some dual/shared use spaces
which could be used for parking by resident and visitor permit holders and pay and
display parking. 5. The general effect of the Waiting and Loading Restriction (Amendment
Order) would be further to amend the Harrow (Waiting and Loading Restriction) Order
1978, so that: (a) in the length of street specified in Schedule 1 to this notice
between the times specified waiting by vehicles (otherwise than for the purpose of
delivering or collecting goods or loading or unloading a vehicle subject to paragraph
2(b) below) would be prohibited; (b) in the lengths of streets specified in Schedule
2 to this notice between the times specified waiting by vehicles for the purpose of
loading or unloading a vehicle would be prohibited. 6. The prohibitions referred to
in paragraph 5 above would not apply in respect of anything done at the direction
of a police constable in uniform or with the permission of a parking attendant or
in certain circumstances, e.g. the picking-up or setting-down of passengers; the carrying
out of statutory powers or duties; etc. The usual exemption relating to vehicles lawfully
displaying a disabled person’s “Orange/Blue Badge” would apply. 7. Generally the waiting
restrictions would operate for the whole zone and provision would be made for the
various parking places to replace any waiting restrictions. This would have the effect
of permitting parking by permit holders or for pay and display in the appropriate
marked parking bays but allow enforcement of any yellow lines in between marked bays.
8. The proposed dual/shared use space in High Mead near Station Road, Harrow (the
only change in Zone K) would replace an existing resident space, which would also
be lengthened, and would be in operation Mondays to Saturdays, 8.30 a.m. to 6.30 p.m.
Resident permit holders for Zone K would be permitted to stay throughout the whole
period. Separate visitor permits would be required for the periods of 8.30 a.m. to
2 p.m. and 12.30 p.m. to 6.30 p.m., if all day parking was required both permits could
be displayed at the same time. Pay and display would be limited to a maximum stay
of 2 hours at a charge of 30p for each hour or part hour. 9. The general effect of
the Parking Places (Amendment) Order would be to amend the Harrow (Parking Places)
Traffic Order 2000 so as to provide: (a) parking places for residents and resident
visitor in the length of roads indicated in Schedule 3 to this notice for the roads
listed in Schedule 4; and (b) dual or shared use parking spaces for resident/visitor
permits and pay and display parking as indicated in Schedule 5 to this notice. 10. The
proposed times of operation are: (a) Mondays to Sundays between 8.30 a.m. to 8.30
p.m. for resident and visitor spaces; and (b) Mondays to Saturdays between 8.30 a.m.
and 6.30 p.m. for dual/shared use parking spaces. 11. The proposed charges and time
limits are: (a) £25 per year for resident permits; (b) £15 per book of 10 visitor
permits. This would be limited to a maximum of 10 books per year with only 2 books
issued at one time. The charge per book would be reduced to £7.50 for residents in
receipt of old age pensions; (c) resident visitor permits would be valid from either
8.30 a.m. to 2 p.m. or 12.30 p.m. to 8.30 p.m., visitors staying on a parking place
all day may display both permits at one time. Visitor permits will not be required
on dual/shared use bays after 6.30 p.m. Mondays to Saturdays and all day on Sundays;
(d) the pay and display charges on dual/shared use bays are: 30p for each hour or
part hour up to a maximum stay of 4 hours for pay and display. 12. A copy of the proposed
Orders, The Harrow (Waiting and Loading Restriction) Traffic Order 1978 and the Harrow
Parking Places Traffic Order 2000 (and of the Orders which have previously amended
those Orders) and documents giving more detailed particulars of the Orders are available
for inspection during normal office hours on Mondays to Fridays inclusive until 25th
January 2000, the expiration of a period of 21 days from the date on which this notice
is published in the Environmental Information Centre at the address below. Further

representations relating to the proposed Orders must be made in writing and sent to
the Transportation Manager at the address given below quoting reference BD2009/92.05/37
not later than the date specified in paragraph 12 to this notice. All objections must
