THE CITY OF WESTMINSTER AND KENSINGTON AND CHELSEA (PRESCRIBED ROUTES) (NO. 1) TRAFFIC ORDER 2000
SOUTH-WEST BAYSWATER—BUS AND HGV BAN

Notice is hereby given that the Westminster City Council, pursuant to arrangements made under section 101 of the Local Government Act 1972(b), with the Council of the Royal Borough of Kensington and Chelsea, on 13th December 2000, made the above-mentioned Order under section 6 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
The general effect of the Order will be to prohibit buses (defined as vehicles constructed or adapted to carry 8 or more passengers) and goods vehicles the maximum gross weight of which exceeds 7.5 tonnes from entering or proceeding in the area described in the Schedule to this notice (referred to as the “prohibited area”).
The prohibition will not apply—

(a) to any person causing any bus to enter the prohibited area for the purpose of picking up or setting down passengers at or adjacent to premises which lie within the prohibited area or for the purpose of gaining access to off-street garaging which lies within the prohibited area;
(b) in relation to any vehicle when used in the service of a local authority in pursuance of statutory powers or duties provided that in all the circumstance it is reasonably necessary in the exercise of such duties for that vehicle to proceed in the prohibited area;
(c) in relation to any vehicle being used in connection with the maintenance, improvement, reconstruction, cleansing or lighting of any road which lies within the prohibited area, or the laying, erection, alteration or repair of any sewer thereunder or of any main, pipe or apparatus for the supply of gas, water or electricity, or of any telecommunication system thereunder or thereon, or the placing, maintenance or removal of any traffic sign thereon;
(d) to any goods vehicle entering the prohibited area for the purpose of loading or unloading in the prohibited area or for the purpose of gaining access to off-street garaging which lies within the prohibited area.

The Order, which will come into force on 15th December 2000, and other documents giving more detailed particulars of the Order are available for inspection, between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive, at Parkman Ltd., Mountbarrow House, 6-20 Elizabeth Street, London SW1W 9RB, until 24th January 2001.
Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may make application for the purpose to the High Court by 24th January 2001.

The area bounded by but not including Moscow Road (between Ossington Street and Queensway), Queensway (between Moscow Road and Bayswater Road), Bayswater Road (between Queensway and Ossington Street), and bounded by and including Ossington Street (between Bayswater Road and Moscow Road).
