THE GREENWICH (FREE PARKING PLACES) (DISABLED PERSONS) (AMENDMENT NO. 28) ORDER 2000

Notice is hereby given that Greenwich Council, hereinafter called the Council, on 14th August 2000 made the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9, to the Road Traffic Regulation Act 1984, as amended. The general effect of the Order will be to further amend the Greenwich (Free Parking Places) (Disabled Persons) Order 1994 so as to: (a) designate disabled persons parking places, shown in the Schedule to this notice, in which vehicles authorised by the Order may be left for any period during the permitted hours without charge; (b) provide that each parking place will operate at any time (Christmas Day, Good Friday and Bank Holidays excepted); (c) specify, in respect of each parking place, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1982 may be left therein; and (d) provide that certain vehicles may wait in each parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc. (e) The restrictions referred to in this paragraph will not apply in relation to vehicles being used for ambulance, fire brigade or police purposes in certain circumstances. The above-mentioned restrictions will not apply to anything done: (a) with the permission or at the direction of a police constable in uniform or a parking attendant; (b) in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police. A copy of the Order, which will come into operation on 26th September 2000 and copies of the Order being amended, together with plans showing the locations and effects of the Order, can be inspected during normal office hours on Mondays to Fridays inclusive, at Engineering Services, Greenwich Council, Peggy Middleton House, 50 Woolwich New Road, Woolwich, London SE18 6HQ for 6 weeks following the date the Order was made and copies of the Order may be obtained from the same address. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within 6 weeks of the making of the Order, make application for the purpose to the High Court. Ruddstreet Close, the east side, from a point 3.60 metres north of a point opposite the northernmost wall of No. 1 Ruddstreet Close extending northward for a distance of 2.50 metres and at an angle of 90 degrees to the kerb. Speranza Street, the south-east side, from a point 0.50 metres north-east of a point opposite the party wall of Nos. 47 and 49 Speranza Street extending south-westward for a distance of 6 metres. Well Hall Road, the north-east side, from a point 4.50 metres south-east of a point opposite the party wall of Nos. 67 and 69 Well Hall Road extending south-eastward for a distance of 6 metres. 18th August 2000.
